Position Summary
The Senior Behavioral Science/SBC Advisor will primarily support the OHA/PCT/BSI office as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will serve as a subject matter expert supporting USAID’s behavioral and structural interventions for HIV prevention, care, and treatment programs. They will collaborate with other technical colleagues in OHA to ensure effective integration of behavioral science, and social/behavior change interventions in USAID’s HIV programs and in guidance provided to the field. The Advisor will coordinate with other US government agencies and donors on related policy development and provide technical assistance to partner governments, PEPFAR country team and USG implementing partners in the design, implementation and evaluation of technically-sound, cost-effective and practical SBC interventions across the HIV continuum of prevention, care and treatment. They may also serve as a Senior Country Associate (SCA) within OHA as needed.
The Senior Behavioral Science/SBC Advisor will serve as a critical member of the Behavioral and Structural Interventions Branch. S/he serves as a high-level technical advisor, with a focus on the behavioral aspects of HIV Testing Services (HTS), HIV prevention including biomedical interventions such as PrEP and VMMC, and HIV treatment initiation, adherence and continuity. The Advisor provides technical expertise grounded in relevant experience and demonstrated public health practice and behavioral science. The Advisor is expected to provide significant technical assistance across all populations and age ranges (including adults and pediatrics/adolescents, and both general and key populations with HIV and AIDS).
The Advisor will provide advice on behavioral and structural aspects of HIV testing, prevention and the clinical continuum to the Bureau, Missions, regional field offices, regional bureaus, cooperative agencies (CAs), private voluntary organizations (PVOs), host-country governments and NGOs. They will work collaboratively with a range of international HIV and AIDS activities, both at the USAID country level and at headquarters. The Advisor provides technical support toward the design and improvement of programs in line with USAID and PEPFAR strategies and objectives.
Responsibilities:The Advisor serves as a focal point for programming and technical guidance related to behavioral science, SBC and behavioral/structural aspects of USAID’s HIV programming and technical leadership under PEPFAR. He/she will be responsible for the following
- Serve as an OHA Senior Technical Advisor for behavioral science, social and behavior change interventions, and behavioral/structural interventions, to include: providing advice on the design, implementation, monitoring and evaluation of USG sponsored HIV and AIDS programs with a focus on HIV testing, prevention and the HIV clinical continuum.
- Provide technical input and ongoing support to PEPFAR and USAID country teams to ensure best practices in behavioral and structural interventions are incorporated along the HIV prevention and treatment continuum.
- Support the technical quality of activities in field programs by conducting site visits, meeting with implementing partners and USAID mission teams, and reviewing materials, documents, work plans and program results.
- Analyze, synthesize, and interpret program data, and promote the application of behavioral science/SBC interventions and best practices to improve HIV programming outcomes across prevention and treatment continuum.Provide SBC and behavioral science advice on building local capacity, sustainability, and community level involvement in HIV and AIDS programs to USAID and its implementing partners.
- Maintain knowledge of the current literature in HIV and AIDS behavioral research and HIV programming, both domestically and internationally.
- Respond to information requests from Agency leadership and PEPFAR implementing agencies on USAID programs.
- Provide technical input to inter-agency groups such as Communities of Practice. Participate and contribute technical expertise on behavioral and structural interventions within various working groups in the Office of HIV/AIDS and across the Global Health Bureau and agency.
- Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience in public health, social psychology, behavioral science, or a related field.
- Minimum seven (7) years’ experience working on global or domestic public health programs, or working in applied behavioral sciences or SBC programming; with at least three (3) years’ experience working in an international or resource-challenged setting strongly preferred.
- Demonstrated track record of designing, planning, implementing and evaluating SBC or behavioral and structural interventions.
- Experience working directly with HIV testing, prevention or clinical services in low- or middle-income countries and specifically in PEPFAR programs, is desirable.
- Strong collaboration skills with a focus on achieving results.
- Experience collaborating with international global health partners such as implementing partners, research institutions, multilateral organizations, etc.
- Ability to work independently with limited supervision.
- Demonstrated flexibility and openness to respond to changing work priorities and environment.
- Excellent verbal and written communication skills including the ability to present to a wide variety of audiences.
- Fluency in a relevant foreign language is preferred.
- Computer fluency in Word, Excel, and PowerPoint.
- Data analytical skills preferred.
- Ability to travel internationally approximately 20%.
- US citizenship or Lawful Permanent Residency with the ability to obtain and maintain Facility Access clearance.
