Provide services as a Scientific Program Manager in support of the overall functions of the Division of Extramural Activity (DEA), Immediate Office of the Director (IOD) within the National Institute of Allergy and Infectious Diseases (NIAID).


Duties and Responsibilities:

  • Provide technical expertise, and consulting services to the DEA Deputy Director and Acting DEA Director, and Senior Leadership Team regarding NIH policy and procedures for the receipt, peer review, and funding of grant applications and contract proposals.
  • Conduct an internal review and identify areas of effort in the Office of Research Training and Special Programs (ORTSP) that are duplicative, unnecessary, or ineffective; provide recommendations to the DEA Director and Deputy Director to enhance the productivity, consistency, and quality of procedures, practices, and work products in ORTSP.
  • Provide guidance on developing a clearly defined organizational strategy and approach for how data is used in data-driven decision making, analytics, and improvement of NIAID processes.
  • Collect, analyze, and summarize data and present recommendations to the DEA Director and Deputy Director.
  • Create summary documentation, training materials, or PowerPoint presentations regarding extramural activities and policies.
  • Provide guidance on the development of information gathering and management strategies to improve the analysis, planning and management of NIAID resources and to allow information to be disseminated to a wide variety of audiences.
  • Coordinate collaborative efforts between DEA staff and other NIAID/NIH staff and/or extramural scientists.
  • Provide high-level guidance and support focused on policies, business rules, processes, systems, roles, and responsibilities for the spectrum of DEA-related NIAID activities, including:
    • Grants management expectations, timelines, and deadlines including a focus on administrative supplement policy and practices.
    • Acquisition training of NIAID intramural staff and defining expectations regarding stakeholder relationships, timelines, and deadlines.

Basic Qualifications:

  • This position requires a minimum of a PhD in biological or medical sciences.

Minimum Qualifications:

  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff.
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
