Overview:
SPA provides multiple organizations within the Department of Defense with timely and objective assessments and recommendations that integrate technical, operational, programmatic, policy and business analysis. We focus on key clients in the undersea community including Navy’s Strategic Systems Programs (SSP), and NAVSEA program managers for the COLUMBIA Class SSBNs and in-service submarines. We work to provide integrated solutions based on information and communications throughout the chain of command to ensure clear and consistent analysis and recommendations that are aligned to strategic and leadership goals while still being executable by the working level technical communities.
SPA has an immediate need for a Senior Program Analyst located in Washington DC (Navy Yard with potential for light telework). For this position, SPA is a teammate on the Team Submarine support contract under the new SHAPM award. Team Submarine unifies submarine platform procurement activities and includes the Columbia-class SSBN program, a Major Defense Acquisition Program and the Navy’s top acquisition priority, the Virginia-class SSN program, and the new SSN-X program, developing the next generation attack submarine, bringing improved capabilities to the undersea forces. Analysts supporting Team Submarine would continue SPA’s decades of support to the SSBN force or assist in developing the design requirements for the SSN of the future. The Schedule Analyst will provide analytic and management analysis support to undersea platform acquisition activities, with a strong focus on acquisition program schedule analysis and risk management. The Analyst will perform detailed Integrated Master Schedules (IMS) development, schedule analysis and risk assessments to inform senior leadership decision making, planning excursions, and reporting. The Analyst should expect to brief senior leaders frequently and be a key member of a high profile team.
Qualifications:
Required Qualifications:
- Bachelor’s degree in technical or management field, including operations, engineering, statistical analysis, mathematics, etc.
- 5+ years in program analysis with a focus on schedule development and assessment, preferably on DoD acquisition programs
- Proficient in using Microsoft Project and Microsoft Excel to analyze and represent schedule risk assessments for program management or acquisition efforts
- Proficient in using Microsoft Office, including Word and PowerPoint, to communicate to decision makers
- Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment
Additional Qualifications Desired, but not required:
- Experience with WBS/IMS development
- Experience working on submarine or undersea related programs
- Experience with Defense Acquisition System DoD 5000 series and Navy or DoD program planning
- Experience with and knowledgeable of the Navy requirements and program office organizations and processes
