Summary:
Responsible for the overall management, strategic planning, development, evaluation, and implementation of the district’s safety and security program. Oversee mitigation, prevention, preparedness, response, and recovery phases of emergency management.
Qualifications/Education:
- Master’s degree from an accredited university
- Valid Texas Mid-Management or Principal certificate and/or Counseling
- Certified Safety Professional (CSP) preferred
- Two years’ experience in safety management, occupational safety and health, or related field
- Clear and valid Texas driver's license

Major Responsibilities and Duties:
Safety and Security
- Develop and implement comprehensive district and safety programs and committees to include Safety and Operations committees (by TEA), Safe and Supportive School program Team (SSSP), School Mental Health Task Force, School Threat Assessment Committee.
- Establish district safety committee(s) and attend meetings in an advisory capacity.
- Develop and implement policies and procedures for committees and conduct safety meetings and trainings for all employees.
- Contribute to development and implementation of the district’s emergency plan including overseeing the district’s fire safety program and emergency evacuation procedures to include Emergency Operation Plan (drills).
- Inspect facilities including all district buildings and playgrounds. Inspect machines and equipment for safety and efficiency. Work cooperatively with principals and department heads to correct critical deficiencies and recommend proper safety equipment, procedures, and training needed to provide a hazard-free workplace.
- Work cooperatively with auxiliary department heads to develop safer methods to perform job tasks and recommend the use of safety equipment that will minimize hazards.
- Collaborates with management to develop, prepare, and implement safety and security policies and procedures.
- Coordinates the safety and security programs and ensures a safe working environment.
- Evaluates the effectiveness of safety and security programs.
- Submits recommendations for improvements and additions to the safety management program including emergency preparedness, accident prevention, general safety, and risk management.
- Directs and inspects facilities for regulatory compliance.
- Monitors campus emergencies, including equipment breakdowns, malfunctions and alarm calls.
- Manages and supervises department staff including, but not limited to, working supervisor, grounds workers, custodial staff, department clerical staff, shipping and receiving security personnel, as required.
- Responsible for the maintenance and operation of the campus fire alarm systems and Fire Protection systems.
- Responsible for maintaining and updating as needed a comprehensive safety plan, a process for facilities opening and lockdown, and emergency notification procedure.
- Verifies department employee schedules to meet school district needs.
- Responsible for security and other operational concerns for campus parking areas.
- Maintains effective communication with all city and county law enforcement officials.
- Responsible for district safety, emergency management, NIMS, and ICS, training of administrators, staff, and volunteers.
- Develop and provide guidance to campuses and other facilities for emergency procedure drills. Plan and coordinate drills with all instructional and noninstructional facilities to ensure readiness when needed.
- Plan agendas and serves as chair for the school safety and security committee; prepare the committee to staff the Emergency Operations Center.
- Oversee the annual review of the district emergency management plan using data, state guidance, and stakeholder feedback to assess effectiveness and make recommendations for improvement.
- Inform campus leaders of the status of campus preparedness and planning for weather-related or unexpected emergencies. Monitor weather and approaching storms and makes recommendations if the weather is likely to alter campus class schedules or affect campus events.
- Assess availability of appropriate technologies for emergency response, including testing emergency communication technologies, tracking and analyzing the speed of communications, timing of messages, and communication delays.
- Act as the district liaison with local law enforcement, fire agencies, emergency management officials, and community leaders involved in emergency preparedness, response, and recovery.
- May oversee the school marshal program and serve as liaison to the school resource officer program.
Budget and Inventory
- Monitor the selection and purchase of safety supplies, materials, and training from outside sources as needed.
- Work with Superintendent and business administrators to plan, schedule, and communicate information about ongoing projects throughout the district.
Policy, Reports, and Law
- Develop and maintain district and department safety manuals. Maintain safety data sheets (SDS) and provide information to employees and health care professionals as needed.
- Compile, maintain, and file all reports, records, audits, and other documents required.
- Stay abreast of local, state, and federal public policy changes that could impact the charter.
- Comply with policies established by federal and state law, State Board of Education rule, and local board policy in the area of safety program management.

- Participate in campus and administrative meetings as well as webinars, conferences, and workshops to enhance knowledge and ongoing updates with safety and school requirements.
- Ensure that established goals and expectations related to district safety and security are communicated clearly, consistently, and in a timely manner to all appropriate stakeholders.
- Prepare and deliver written and oral presentations regarding security and safety issues to the board, staff, and community, as required.
- Follow all district and safety protocol procedures.
- Perform other duties as assigned.

Working Conditions:
Occasional absences are understood but regular attendance is required. While performing the duties of this job, the employee is subject to prolonged sitting, frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, twisting. and walking. Frequent repetitive had motions including frequent keyboarding and use of mouse; climbing stairs/ladders, grasping/squeezing, wrist flexion/extension, and overhead reaching; frequent district wide traveling occasional statewide travel. The employee must occasionally do light lifting and carrying (less than 15 lbs.). Employee may work inside/outside on slippery or uneven surfaces; frequent exposure to extreme hot and cold temperatures, dust, noise, vibration; exposure to chemical and electrical hazards; work around machinery with moving parts; work around moving objects or vehicles; work alone; may work prolonged or irregular hours occasional prolonged hours. The employee must maintain emotional control under stress, work with frequent interruptions.
