Job Summary

Under general direction, is responsible for managing and directing the City's safety program. Works closely with other City department representatives and the City's Third-Party Administrator. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • May act in the capacity of the Risk Management Director in his/her absence, including all related responsibilities.
  • Supports the Risk Management Director in managing the City's safety program, to include directing, training, monitoring and assigning staff work.
  • Identifies and manages the implementation of program goals, objectives, policies and priorities.
  • Researches, develops, and presents occupational health and safety educational programs and presentations.
  • Responds to and resolves difficult and sensitive inquiries and complaints from City employees.
  • Develops appropriate performance measures to monitor and evaluate program effectiveness, and effects changes required for improvement.
  • Develops and maintains productive work relationship with City Executives, staff, and external Third-Party Administrator.
  • Provides consultative services to departments regarding safety program.
  • Monitors government regulations, developments and trends as they relate to the City's safety programs.
  • Develops and manages assigned annual budget, including preparation of annual cost analysis of assigned programs and future cost projections.
  • Reviews, analyzes and makes recommendations to management regarding safety protocol, equipment, reporting, accident investigations, programs and policy implementation.
  • Identifies high risk processes; develops programs and strategies to prevent and minimize risk exposure to the City.
  • Develops effective programs for hazardous materials management, general safety, and accident and fire prevention response.
  • Responsible for trending and data analysis in various scenarios; communicates the results and makes recommendations to upper management.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's degree from an accredited college or university with preferable coursework in Public or Business Administration, Industry Safety, Risk Management, or a related field.
  • Four (4) years of experience managing safety programs.
  • This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at times be required and proof of Liability Insurance will be required.
Preferred Qualifications
  • 5 years of experience in local government/municipality occupational health and safety.
  • Skills in data analysis.
  • Advanced Microsoft Excel skills.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of principles and practices of supervision, training, and personnel management.
  • Knowledge of Federal, State, and local laws related to safety, Department of Transportation, and Occupational Safety and Health Administration (OSHA).
  • Knowledge of accident prevention principles, practices, and procedures.
  • Knowledge of hazardous chemicals and waste products.
  • Advanced skill in using Microsoft Office software applications.
  • Ability to communicate clearly and effectively.
  • Ability to interpret safety regulations and standards.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to perform all the physical requirements of the position, with or without accommodations.
  • Working conditions are in an office and outdoor environment.
