General Purpose

This position is responsible for providing advanced operational and technical mentorship, training, and documentation for the activities of the Water Resources Division and leading efforts and projects in support of minimizing risk and improving the resiliency of the Drinking Water and Wastewater Treatment Systems.

Essential Job Functions

  • Mentorship and advanced troubleshooting - providing:
    • Direct support, as necessary, to the Water Resources Engineering Manager, the Director of Engineering and Operations and the Water and Wastewater Facilities Managers.
    • Field-based and Water and Wastewater Plant Operations engineering knowledge to engineers and other technical staff.
    • Advanced support and troubleshooting for Water, Wastewater and Stormwater Operations and Engineering.
  • Capital Projects
    • Provide project management for Water System risk and resiliency planning and capital projects
      • Emergency Response and Contingency Plans and Supporting Capital Projects
      • Reservoir Pump House
      • Clearwell Resiliency Project
      • Other high-priority projects as necessary to minimize risk and improve resiliency of the drinking water system such as enhanced real-time monitoring and plant automation.
    • Provide guidance to the to the Burlington Wastewater Plant Comprehensive Upgrade project.
  • Training and Proficiency Program Development – collaborating with Wastewater and Drinking Water Facilities Managers:
    • Lead the development and implementation of training programs and materials for Water and Wastewater Operators and Mechanics, with an emphasis on operational troubleshooting and scenario exercises.
    • Lead the development and implementation of a Water and Wastewater Operator and Mechanic proficiency training program.
    • Lead the development and implementation of training programs and materials for Water Distribution and Meter shop personnel.
  • Standards, Procedures and Institutional Knowledge documentation
    • Lead update of Water Plant Operations and Maintenance Manual and Standard Operating Procedures.
    • Lead update of Wastewater Plants Operations and Maintenance Manual and Standard Operating Procedures.
    • Provide significant input in the update of Water Resources standard construction details and specifications.
    • Gather, organize, and electronically file historical technical documents, photos and plans previously generated.
  • Research
    • Investigate and document emerging research regarding advanced detection and treatment of Cyanobacteria.
    • Investigate and document other topics as necessary to minimize risk and improve resiliency of the drinking water system to emerging threats.
  • Inquiry Management
    • Redirect inquiries and tasks not associated with the above tasks to the appropriate staff member, unless otherwise assigned.
Non-Essential Job Functions:

Qualifications/Basic Job Requirements

  • Bachelor’s degree in Civil Engineering with demonstrated experience in at least 2 of the following fields (Water supply, Wastewater Treatment/Collection, Stormwater Management).
  • Vermont PE license
  • Minimum 10 years of water resources engineering and operational experience working in Water Resources.
  • Current Vermont State Water Operator License, Class 4C Current or previous holder of Grade 5 Wastewater Operator License
  • Experience with municipal water resources (water, wastewater, stormwater) infrastructure planning, design, construction, operations preferred.
  • Must have strong computer skills; demonstrated ability to effectively use computer equipment and related software; competent in use of Microsoft Office (Excel, Word, Powerpoint) and GIS (ArcGIS); demonstrated ability to use GPS hardware and software.
  • Must have skill in public speaking with the ability to present public education programs.
  • Must have the ability to occasionally work beyond normal hours, at night or weekends and to travel to various seminars and conferences for the benefit of the Department.
  • Must have the ability to exercise independent judgment within the limits of the position;
  • Ability to communicate professionally and diplomatically with contractors and the public regarding the various projects under development and construction.
  • Must be able to handle various projects at the same time, work effectively under pressure and keep schedule on track.
  • Ability to read, and analyze specifications and blueprints to ensure work complies with all contract specifications.
  • Ability to establish and maintain good relations with his/her co-workers.
  • Ability to obtain and maintain a valid Vermont State Driver’s license required.
  • Ability to receive constructive criticism and react appropriately.
  • Must be able to operate and have a general working knowledge of personal computers, tablet computers, smartphones, and other standard office devices.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
