This position is domiciled in the Monroe Real Estate Regional office located at 8010 DeSiard Street, Monroe, LA 71211.

SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
NOTE: Any college hours or degree must be from an accredited college or university.
FUNCTION OF WORK:
To acquire and dispose of right of way and/or perform routine right of way duties for a state agency.
LEVEL OF WORK:
Entry.
SUPERVISION RECEIVED:
Close from a Right of Way Supervisor or higher-level personnel.
SUPERVISION EXERCISED:
None.
LOCATION OF WORK:
Primarily located at the Department of Transportation and Development. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from Right of Way Agent 2 by the absence of experienced-level duties.
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.
Prepares complete title reports to provide information for the preparation of right-of-way maps, deed descriptions, and appraisal reports.
Collects data for the preparation of a monthly report on new leases and gross amount of lease payment received.
Prepares and secures the release of mortgages, liens, judgments, and other encumbrances; delivers payment to obtain good and merchantable titles.
Prepares Acts of Sale, special agreements, and other documents to provide for the acquisition of real estate and property rights for construction projects.
Negotiates with property owners to obtain an executed document for the transfer of real estate and real property rights to the agency.
Sets up ownership files. Prepares and sends letters to property owners notifying them of impending acquisition activities.
Presents offers to owners of unimproved properties.
Assembles and provides Location and Survey Section, Appraisal Unit, and Legal Division with the information and data necessary to initiate their respective right of way related activities.
Performs departmental property rights research to respond to public records requests.
Inspects project area to determine the type and impact on the properties. Handles applications to purchase agency properties.
Maintains inventory of Mineral Leases on agency owned property.
Assists in the preparation of documents to finalize the approved sale, lease, or transfer of real estate and real property rights acquired by the agency.
Assists with preparation of contracts and tasking orders for consultants who provide right of way services.
Assists higher-level personnel in the acquisition process of projects in the Real Estate Directorate, as well as in conducting reviews and audits of activities of real estate consultants.
Assists with project kick off meetings, management of consultants performing right of way services, and the review of consultants' work product.
Assists in relocation cost estimates and relocation computations.
