The Regional HMA Manager is responsible for NESL’s Hot Mixed Asphalt production in the Western Pennsylvania Region. This encompasses 12 individual plants across the Altoona, Lewisburg, Chambersburg, and Harrisburg markets. This position provides strategic direction and development in all aspects of the business including safety, efficient operations, product quality, long and short-term profitability goals, cost management, capital investment and repair, compliance, asset management, customer service, and internal performance management.

Regional HMA Manager - What Will You Do?

  • Full operational responsibility for the Western Region’s HMA Production - manage all aspects of the operation to deliver production efficiency, product quality, cost-effective management of resources and maximum up time, while ensuring high ethical, safety, and environmental standards.
  • Establish clear standards and utilize key performance indicators to consistently achieve long term goals and short-term objectives.
  • Develop comprehensive maintenance procedures to improve plant reliability and maximize the life of each plant.
  • Effectively prioritize the use of assets and equipment within the region and strategically identifies areas for capital investments.
  • Strategically secure quality parts, replacement equipment, and consumables at a competitive price point.
  • Proactively manage the Health & Safety of the HMA group to continuously improve the H&S performance.
  • Develop an overall operating budget, inclusive of individual plant budgets, ensuring that sales projections are met, inventory is managed, and production cost controls are in place to maximize EBITDA.
  • Responsible for staffing, performance evaluations, and Coworker’s development. This includes motivating and mentoring the HMA group to deliver product on time, in spec, and under budget.
  • Participate as an active member of cross functional groups related to HMA paving and transportation.
  • Demonstrate strong team leadership and project management, collaborating with coworkers in various cross-functional assignments to drive positive business results.

Requirements - Who Are We Looking For?

  • Proven track record of successfully managing operations related to HMA production, aggregate mining, and/or industrial maintenance (typically 7-10 years’ experience). This includes manufacturing, preventative maintenance programming, capital improvements, managing inventory, and customer service.
  • Bachelor’s degree in a relevant discipline.
  • Extensive knowledge of aggregate, oils, admixtures products, test standards, and mix designs.
  • Excellent maintenance aptitude and experience with brownfield overhauls and new plant construction.
  • Demonstrated skills and proficiency in the following areas: strategic / enterprise point of view, collaboration across matrix organization, ability to influence effectively at multiple levels of an organization, strong teamwork and proven skills communicating effectively.
  • Proven ability to manage and maintain relationships with suppliers, vendors, and customers.
  • Valid driver’s license
