Position Summary
The Regional Director of Veteran Services is a member of the BFHP’s Leadership Team, with primary responsibility for managing and overseeing BFHP's Roads Home Veteran services programs in Amador, Contra Costa, Sacramento, San Joaquin, and Solano Counties. The Roads Home program includes the Supportive Services for Veteran Families (SSVF) program, the Homeless Veteran and Reintegration Program (HVRP), and the Grant and Per Diem (GPD) program. Under the supervision of the Director of Programs, the Regional Director will provide leadership to and be responsible for the operational success of all Veteran specific programs across the Sacramento Valley region (Sacramento, Amador, San Joaquin) and Northern Bay Counties of Solano and Contra Costa. The Regional Director will work closely with the Director of Programs in strategic planning and oversee all administrative functions, clinical programming, and community relations functions for the programs they manage.
Essential Duties and Responsibilities
- Provide administrative and programmatic leadership to programs and teams, ensuring effective and quality service delivery while meeting or exceeding outcomes/service measures.
- Collaborate with the Director of Programs and Regional Director of Veteran Services (Bay Area Region) to develop and implement strategies to maximize synergy among all programs and administrative teams.
- Work with the Director of Programs and Regional Director of Veteran Services (Bay Area Region) to establish consistent and objective program performance standards.
- Ensure monthly spending in each program is aligned with budget requirements and program goals.
- Partner with Sr. Program Managers and Program Managers to hire, onboard, train, supervise, evaluate, and terminate as necessary all program staff.
- In collaboration with the HR department, Director of Programs, Regional Director of Veteran Services (Bay Area Region) and Program Management team, implement a professional development and staff training program to address employee experience and skill gaps.
- Collaborate with the Director of Programs, Regional Director of Veteran Services (Bay Area Region), and Program Management to create objective performance measurements across all sites to ensure consistent, high-quality evaluation and goal setting for all employees based on contractual goals.
- Representing the agency and the needs of Veterans through participation with collaborative partners and multiple agencies at the local, state, and federal level
- Respond to emergency and priority situations, resolving grievances, troubleshooting incidents, and escalating issues to the Director of Programs where needed.
- Develop and review systems to acquire feedback from program participants about BFHP services.
- To improve services and increase efficiencies, recommend and implement management process, program design, and workflow.
- Oversee completion of all monthly, quarterly, and annual contract reporting.
- Build and maintain collaborative relationships with local, state, and federal partners and represent BFHP at external meetings. Represent BFHP and speak at community engagements, as assigned.
- Work collaboratively and strategically with other community partners to support a seamless and coordinated care system.
- In partnership with the BFHP Leadership and Program Management teams, ensure CARF Accreditation compliance goals are met promptly.
- Oversee program compliance with applicable laws, regulations, funding agency requirements, policies, and best practices.
- Partner with Director of Programs, Regional Director of Veteran Services (Bay Area Region), Sr. Program Managers, and Program Managers to conduct periodic internal audits of programs and services.
- Assist the Development team in promoting BFHP’s services implementation and management approaches with donors, partners, and other stakeholders.
- Participate in promoting a safe, healthy, clean working environment consistent with the agency's health and safety practices.
- Attend and participate in all meetings and training as assigned.
- Complete and submit timesheets in a timely and accurate manner.
- Work within the framework of BFHP’s Code of Conduct.
- Perform other tasks as assigned.
Qualifications, Skills, and Abilities
- Bachelor’s degree in social services or related field required. Masters preferred.
- 5+ years of multiprogram and operations management experience in a nonprofit organization.
- Commitment to serving homeless individuals and ending the crisis of homelessness in the Counties served. 3-5 years of experience providing case management services to homeless individuals, low-income Veterans, and individuals with mental health or substance abuse issues.
- Experience with CARF accredited programs is a plus.
- General knowledge of local community resources.
- Strong community networking skills and ability to build resources and relationships that improve continuity of care.
- Knowledge of the VA Health Care system is strongly preferred.
- Veteran status preferred.
- Proficiency in Microsoft Office, email, internet, and calendaring applications. Experience with HMIS strongly preferred.
- Excellent written and oral communication skills.
- Excellent interpersonal and crisis intervention skills with a can-do and flexible attitude. Ability to work well under high pressure.
- Ability to work with minimal supervision, multi-task, maintain confidentiality, and meet deadlines.
- Ability to maintain professional conduct, attitude, and appearance at all times.
Special Requirements
- This position requires frequent driving. A valid California driver's license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies.
- Must be able to receive and maintain criminal records clearance.
