ABOUT THE POSITION:
The position reports directly to the Executive Director, Global Finance and Operations with a dotted line to the Regional Director and has to have a strong working relationship with the Regional Business Managers, Regional Grants Managers and Country Finance Teams within the region. This position involves regular travel to WCS Country Offices in the region including: Beringia, Canada, Fiji, Indonesia, Malaysia, Philippines, Sinagpore, Solomon Islands, Papua New Giunea and WCS EU (Brussels).

SUMMARY OF POSITION FUNCTION:
The main purpose of this role is to ensure the financial integrity of the region and to be the lead on financial compliance, policy and procedures for the region. The Regional Controller will have responsibility for the audit and compliance function, as well as building the capacity of the country finance teams by providing appropriate financial management training where necessary. S/he also provides financial assessment and reports for management in the region and headquarters.

PRIMARY RESPONSIBILITIES:
Finance Leadership: Responsible for key financial management accountabilities in the region. For example:
Review of country office balance sheet activity, e.g. bank account reconciliations, grants receivables, severance payable, field advances, employee advances, etc.
Review with country office the timely collection and reporting of receivables, grant, project and travel activities.
Serve as the back up to a country program when there is a vacancy at the country offices lead financial position.
Review with country offices exchange gain/loss effects on balance sheet accounts, revenue and expenses.
Review and advise on cash flow management for best efficiency to WCS.
Review the country offices finance and administration structure with respect to size, competence, and internal controls.

Audit and Compliance: Perform an annual operational audit of each office assigned to the position. Provide a written report to the country and regional director/business manager on the results along with a recommended plan for improvements, where applicable. At times some offices may be visited more frequently. The audit should review compliance at the country and regional level with:
Internal and external financial policies/procedures
Local HR policies and statutory requirements
Insurance coverage
Internal and external Purchasing policies
Flight Operations Compliance (where applicable), both for owned and chartered aircraft/drones.
Grant Compliance both financial and operational
Review the completeness and timely updating of the institutional budget.

Capacity building: Motivate, coach and develop country finance teams, For example:

This role will be integral in the recruitment and annual reviews for financial staff in the country offices within the region.
Training field staff on WCS financial policies and procedures, SAP functionality, troubleshooting issues related to ECC, BPC, BEX and Citrix etc.
Balancing gaps in related functions within the region and country offices, including providing coverage as needed for Country Finance Managers, Grant reporting, Budget support, Proposal support

Perform other duties as determined by the Director of Global Financial Operations and the Global CFO.

Qualification Requirements

POSITION REQUIREMENTS:
The successful candidate must have strong interpersonal skills and display evidence of good leadership, business partnering and influencing skills. S/He must have excellent written and oral communication skills and be comfortable participating both as an effective contributor and a listener in group settings which include senior staff. S/He must be well organized, resourceful, effective and efficient at coordinating multiple resources to get things done; can work on multiple tasks at once without losing track; foresees and plans around obstacles.

  • Bachelor degree, accounting preferred.
  • Recognized professional qualification e.g. MBA, CPA, ACA, ACMA, ACCA.
  • Demonstrated experience (5+ years’ experience in an international organization with the last 2 in a senior position) including team management experience.
  • English & Spanish fluency required.
  • Effective “roll up the sleeves” work ethic.
  • Excellent computer and systems skills required with respect to MS Office applications (advanced skills in MS Excel required) and major financial accounting and reporting software (SAP or equivalent)
  • Experience with Grants preferred, from one or more of the following: United States Government, United Nation agencies, European Union, World Bank.
