Redevelopment Officer Job at City of San Antonio
Under administrative direction, is responsible for planning, managing, and overseeing the redevelopment of neighborhoods, businesses, and cultural resources to foster thriving neighborhoods, including downtown, for the benefits of residents, visitors, and businesses. Working conditions are in an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

7:45 a.m. - 4:30 p.m., Monday - Friday
- Oversees and coordinates all activities and functions in the promotion and redevelopment of areas currently served by public infrastructure and transit to foster thriving neighborhoods for the benefit of residents, visitors, and businesses.
- Designs, implements, and coordinates strategies which stimulate private investment in areas of redevelopment. Coordinates activities with agencies to spur redevelopment in targeted areas of the city.
- Assists department in developing, maintaining, and updating division and departmental service delivery methods, service level agreements, policy and procedures and long- and short-term goals.
- Plan, manage, oversee and facilitate high profile development projects in the downtown area and throughout the city, that require coordination between various departments, public agencies, residents and private sector representatives.
- Promotes, explains, justifies and defends department programs, policies, and activities. Negotiates and resolves sensitive, significant, and controversial issues.
- Researches and maintains current with new trends and innovations regarding the field of development and redevelopment of neighborhoods, businesses, and cultural resources.
- Coordinates, prepares, and presents reports and recommendations; reviews ordinances and contracts as needed, composes correspondence, and represents the division at conferences and meetings.
- Offers specialized support in coordination of public meetings, workshops, open houses, and other community outreach and public engagement efforts for the department.
- Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
- Acts as a resource to and liaison between division and various departments within COSA as well as external contacts such as elected officials, constituents, businesses and outside agencies.
- Attends meetings with organizations, boards, commissions and agencies involved in the redevelopment of neighborhoods, businesses, and cultural resources for the City. Attends City Council meetings and takes necessary action regarding Council agenda items.
- Researches and resolves sensitive inquiries and complaints from both internal and external sources.
- Performs related duties and fulfills responsibilities as required.
- Bachelor's Degree from an accredited college or university.
- Five (5) years of increasingly responsible professional experience related to commercial, retail and residential development, redevelopment and business retention.
- Two (2) years of administrative or supervisory responsibility.
- Valid Class 'C' Texas Driver's License.
- Experience leading a team and managing budgets.
- Experience developing strategies to stimulate private investment.
- Knowledge of building codes, historical regulations and urban planning techniques and practices.
- Experience with commercial and residential redevelopment.
- Experience with municipal bond projects.

- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
- Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
- Knowledge of operational characteristics, services, and activities of downtown planning and development.
- Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
- Knowledge of advanced principles and practices of municipal budget preparation and administration.
- Knowledge of principles of supervision, training, and performance evaluation.
- Knowledge of organization, function, and authority of various City departments.
- Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations.
- Knowledge of principles, techniques, and legalities of contract negotiation.
- Knowledge of recent development, current literature, and sources of information related to downtown planning and development.
- Skill in utilizing a personal computer and associated software programs.
- Ability to promote the development, redevelopment, and retention of commercial, retail, residential, and cultural opportunities in an inner city or center city activity.
- Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
- Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions, and implement recommendations.
- Ability to identify and respond to community and City Council issues, concerns, and needs.
- Ability to prepare and administer a complex departmental budget, and allocate limited resources in a cost-effective manner.
- Ability to research, analyze, and evaluate new service delivery methods, procedures, and techniques.
- Ability to provide administrative and professional leadership and direction to subordinate staff.
- Ability to communicate clearly and effectively.
- Ability to prepare and present clear and concise administrative and financial reports.
- Ability to establish and maintain effective working relationships with City staff and officials, other government officials, community groups, the general public, and media representatives.
- Ability to perform all the physical requirements of the position with or without accommodations.
