2023 Annual Salary Range: $70,908 - $84,672
BENEFITS
- MEDICAL: The City currently offers two Medical Benefit Plans, Asuris Northwest Health Preferred Provider Plan (PPO) and Kaiser Permanente. Both are administered through the Association of Washington Cities (AWC). The City pays up to $1,373.00 for employee and dependent medical coverage.
- DENTAL: Currently, the City offers two Benefit Dental Plans. One is through Washington Dental Service and the other is Willamette Dental. The City pays for the employees’ premium and the employee pays for their spouse and dependents if they choose that coverage.
- VISION: Provided by VSP.
- AFLAC: The City offers its employees the opportunity to purchase AFLAC products. through a payroll deduction plan. The entire cost is paid by the employee.
- RETIREMENT: State of Washington Department of Retirement Systems (DRS)
o Public Employees’ Retirement System (PERS) is a plan choice retirement plan (PERS 2 or PERS 3).
o Employees have available a Deferred Compensation Program (DCP). Contributions may be made by the employee to the Plan and deducted from the employee’s paycheck.
- HRA VEBA: The City offers to pay $500.00 monthly toward dependent Medical or Dental coverage through the VEBA program. If the employee does not have dependent coverage, then the money is put into a VEBA account on a monthly basis. Employees can use these funds for VEBA authorized reimbursements (more information at hraveba.org/faq/).
- GROUP LIFE INSURANCE – STANDARD INSURANCE: The City pays for a $10,000.00 life insurance policy for each employee. The employee may choose to increase this amount, any premium amount for additional coverage is taken as a deduction form the employee’s monthly paycheck.
- VACATION TIME: Employees will receive the following vacation benefit per year:
Year 1-4 = 8 hours/month Year 5-10 = 10 hours/month Year 11-15 = 12 hours/month Year 16 and after = 14 hours/month
- SICK LEAVE: Employees will accrue 8 hours of sick leave every month.
- PAID HOLIDAYS: The city offers 11 paid holidays and 4 personal holidays.
- Family Membership to the Airway Heights Recreation Center.

JOB DESCRIPTION
TITLE: Recreation Programs Supervisor
DEPARTMENT: Parks & Recreation
REPORTS TO: Parks & Recreation Deputy Director
SUPERVISES: Recreation Assistants, Program Volunteers, and Youth Sports Coaches
NATURE OF WORK
Recreation Programs Supervisor performs professional duties in planning, developing, coordinating, implementing, and supervising multigenerational recreation and athletic programs, as well as special community events for the City of Airway Heights. This position is dedicated to providing quality recreational opportunities for residents and visitors of the Airway Heights community. This position will supervise a team of Recreation Assistants that will work to ensure participant satisfaction and safety by creating a positive, inclusive environment focused on health, well-being, and social interaction. This position will work closely with the Guest Services Supervisor to assist in managing the department website, coordinate with other supervisors to develop promotional materials, social media, and email campaigns while maintaining alignment with the brand, mission and values of the department. This position will provide detailed information about all programs, classes, special events offered by the department. Must be able to work a flexible schedule to perform work on evenings and weekends as schedule demands.
ESSENTIAL DUTIES
- Plans, coordinates and directs a diversified, year-round, citywide recreational programs and special events.
- Works with City staff to prepare recommendations to City Council Committees regarding proposed activities and projects.
- Assists with hiring, training, supervising, scheduling and evaluating part-time Recreation Assistants and seasonal personnel; assigns work as necessary.
- Coordinate volunteer requests from the community; recruit, train and supervise volunteer coaches and staff.
- Prepares work schedules.
- Schedule and coordinate recreation activity facility use with Guest Services.
- Coordinates and facilitates various community groups, boards and commissions to provide opportunities for community involvement and service such Youth and Senior Commissions.
- Maintains inventory of recreation supplies and equipment; distributes supplies and equipment appropriately; assists with ordering supplies and equipment for recreation and athletic programs.
- Promotes interest in parks and recreation programs through advertising, promotional campaigns, public contacts, and speaks before citizens groups, students and other organizations.
- Researches and assists with writing grants appropriate for and available to the department.
- Plans and supervises various physical and cultural activities throughout the year.
- Pursues interaction with neighboring communities in order to create and promote new recreation programs and Recreation Center activities.
- Assists with the preparation of the annual Parks & Recreation Department budget.
- Monitors expenditures and staff hours within the approved budget.
- Provides support to Guest Services through program registration and maintains correspondence with other divisions or agencies; may respond to public inquires about the facility.
- Works closely with other division supervisors to develop classes, schedules, and implement activities, programs, and facility usage.
- Coordinates and supervises staff on weeknights, weekends, and holidays as needed.
- Performs other duties as assigned.

- Ability to prepare for and make presentations in public settings, respond effectively to citizen questions, and update park, recreation and community service-related documents.
- Knowledge of word processing, desktop publishing, spreadsheets, and other recreation related computer software.
- Working knowledge of the rules of a variety of sports and recreational activities.
- Ability to work under stressful situations; ability to stay calm; have excellent problem-solving skills.
- Ability to prepare and administer budget, maintain records and prepare reports.
- Ability to organize and plan to meet deadlines.
- Ability to conduct meetings and events in front of large audiences.
- Ability to supervise staff and contracted service providers.
QUALIFICATIONS & EXPERIENCE
- National Recreation & Park Association Certified Park and Recreation Professional CPRP Designation Preferred.
- National Association of Youth Sports Certified Youth Sports Administrator CYSA Preferred.
- Must have a degree in Recreation Management or closely related field from an accredited college or university or equivalent.
- Must have at least three years' experience organizing and maintaining community center activities or recreational programs.
- Must have three years' experience in organizing and directing a variety of sports leagues and tournaments (baseball, softball, football, basketball, etc.) and other recreational activities.
- Must possess and be able to demonstrate an in-depth knowledge of municipal recreation management and program skills.
- Must have 3 years' experience in organizing and planning community activities.
- Must possess or be able to obtain within 30 days of hire:
✓ Valid Washington State driver’s license.
✓ First Aid & CPR Certification
✓ Food handlers permit.

WORK ENVIRONMENT
- Incumbents in this position are required to work in a general office environment and work a flexible schedule to be able to attend evening meetings of the City Council, Park Advisory Board, Council Committees, and other boards and commissions at the Department Directors discretion. This position will also require some evening and weekend work to implement community and special events. This position may involve interactions with angry or hostile citizens or groups and requires sound interpersonal communication skills.
- While performing the duties of this job the employee occasionally works outside in weather conditions. The employee is occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals. The noise level in the work environment is usually quiet while in the office, or moderately loud in the field.
