Summary



The Whatcom County Sheriff's Office is seeking to hire a Recovery Manager to support the Division of Emergency Management in the planning for, management of and coordination of County wide impacts from the November 2021 flooding and the December 2022 severe weather storms. This position will work full-time for with grant funding through June 30, 2024. The position is eligible for Health and Welfare benefits.

The role of the Whatcom Recovery Manager is to manage the recovery activity within Whatcom County as a result of the flooding and weather impacts for 21-4321 Severe Winter Storms, High Winds, Flooding, Landslides, and Mudslides, with incident dates of November 5 – December 2, 2021 and the 22-4894 December Extreme Winter Weather event.

The Whatcom Recovery Manager will be responsible for ensuring:


  • Planning, prioritization, and management functions are undertaken,
  • Effective reporting mechanisms are in place,
  • Government is informed of issues,
  • Recovery resources are identified and obtained as required,
  • Information is provided on the impact of the event on the affected area,
  • Emerging issues are identified and solutions sought.

The Whatcom Recovery Manager must be able to:
  • Engage, consult with and influence political leaders, senior officials and key stakeholders to lead the preparation to operate in a recovery operation.
  • Engage and consult with community stakeholders in preparation for managing the recovery process.
  • Distinguish and describe, the roles of Federal, State, Local, Tribal and Volunteer organizations.
  • Identify and establish the expectations of key agencies and stakeholders.
  • Identify the potential recovery issues/activities and determine who needs to be involved to achieve the desired goal.
  • Work with partners to ensure that recovery planning (whether before, during or after an emergency) is coordinated, integrative and collaborative.
  • Assemble resources for recovery, proportionate to its scale and complexity.
  • Lead recovery activities over the short, medium and long term.
  • Participate in briefings and debriefings with team members and/or key stakeholders and other agencies using a standard format to evaluate recovery, identify and implement improvements to be made and take steps to remedy emerging issues.
  • Resolve conflicts in a range of situations.
  • Lead and motivate staff and agency representatives to achieve recovery objectives.
  • Identify options and exercise judgement when making decisions with limited information.

Qualifications

Requires a Bachelor's Degree and at least 1 year experience working with municipal government, plus demonstrable experience in recovery work following a natural disaster.

Two years’ experience working in public outreach and managing grants preferred.


Whatcom County may consider combinations of education, experience, certifications, and training in lieu of specifically required qualifications above.
