This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Positions are being filled at the GS-09 level with a target grade of GS-12. Duties will be performed in a developmental capacity under close supervision. Vacancies may be filled at various grade levels based upon management needs and individual qualifications.

Responsibilities
Duties described below reflect the full performance GS-12 level.
Manage/perform acquisition, disposal, and management of real property interests for military and civil works projects.
Management of government leased real properties, and the transfer and termination of leasehold interests.
Negotiate with individuals, corporate and government representatives in acquisition, disposal, and management of real property interests.
Prepare the contracts, agreements, reports, and make recommendations to finalize acquisitions and leases.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Temporary business travel (TDY) away from your duty station is required approximately 25% of the time.
This position may be subject to a two year probationary period, unless the appointee has previously met the requirements.
This position requires you to possess or obtain and maintain a valid, state-issued motor vehicle driver's license since project sites may be in remote areas that are not accessible by public transportation and to operate a Government vehicle.
Salary will be adjusted to applicable locality pay area of selectee's duty location.
Upon supervisory notification, the incumbent is required to obtain the security clearance requirement of the supported program and/or project.
If the security clearance requirement is TS or higher, the incumbent will enroll in the Department of Army Drug-Free Federal Workplace Program to include passing a urinalysis drug testing prior to appointment and thereafter.

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-9: Specialized Experience: One year of specialized experience which includes: One year of specialized experience at GS07 level or equivalent which includes 1) Assisting in real estate acquisition, disposal, or management of real property interests (i.e. fee, easement, licenses, leases, permits, rights of entry) in support of real estate transactions; 2) Using real estate database to maintain real property records; AND 3) Preparing realty documents for an organization/agency. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: marketing, finance, accounting, psychology and business.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11: Specialized Experience: One year of specialized experience at the GS-09 grade level which includes 1) Utilizing realty/real estate management information systems. 2) Preparing real estate reports (i.e. civil works real estate plans, local markets, planning reports, environmental factors, etc.); AND 3) Acquiring real estate interests (i.e. fee, easement, licenses, leases, permits, rights of entry); This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: marketing, finance, accounting, psychology and business.

OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12: Specialized Experience: One year of specialized experience which includes: One year of specialized experience at the GS-11 level which include 1) Advising on complex real property acquisition and laws for a major organizations. 2) Negotiating agency Real Estate interests with stakeholders/partners; and 3) Ensuring compliance of Real Estate Agreements. ;This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
