Why does the job exist?

The Public Health Nurse (PHN) Position will advance the health of individuals, families, and communities through partnerships, collaboration, and direct care. A focus of the position includes reaching out to disadvantaged and underresourced populations. The PHN will participate in a multidisciplinary approach to promote health equity and to educate partners-as well as individuals, families and communities- about healthy behaviors. The PHN will support and deliver various public health programs, including clinical services such as communicable disease investigation and response, tuberculosis, harm reduction including SW Pathways (Suboxone) program nurse support, STI screening and treatment, immunizations, and family planning, through advocacy, adherence to clinical protocols, standing orders and policies and procedures. Skills for this position include: critical thinking, ability to work autonomously, utilizing a Systems Approach and being a team player. Interviews are anticipated to be conducted within two weeks of closing date.

How does it get done?

This position will be responsible for:
  • Ensuring Lab Tests (urinalysis, hemoglobin, pregnancy) are conducted after quality control measures are performed, while wearing protective equipment, and following State Scientific Lab Division (SLD) procedures.
  • Establishing pharmacy drug room procedures to ensure that prescribed drugs are stored properly and secured; drug dispensing logs are in balance; and all NM State Pharmacy Quality Control Standards are met.
  • Enforcing the provision and documentation of family planning, Sexually Transmitted Diseases (STD), Tuberculosis, Cancer Screening and Harm Reduction services in accordance with clinical treatment protocols, health record policy and procedures, and the Billing & Electronic Health Record (BEHR) system requirements.

  • Working with multidisciplinary healthcare teams.
  • Interviewing clients in Spanish.

Minimum Qualification

Must possess a current license to practice as a Registered Nurse in New Mexico OR eligibility for such licensure in accordance with New Mexico requirements OR Eligibility for a temporary license issued for employment at a specific institution in New Mexico and two (2) years of experience as it pertains to the essential duties and responsibilities of the classification.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Successful completion of HIPAA (Health Insurance Portability Accountability Act), and successful completion of CLIA (Clinical Laboratory Improvements Act) trainings are required within sixty (60) days of employment. Position will require Blood-borne pathogen training and successful completion of CPR (Cardiopulmonary Resuscitation) course within thirty (30) days as condition of continued employment.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Services are provided in a clinic, auxiliary and community sites, and occasionally in the client's home with potential exposure to communicable diseases with computer usage for a variety of clinic and office functions. Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of office noise, bending, standing and lifting. Ability to lift up to 50 lbs. Services are provided in a clinic with diverse racial and ethnic populations, many who do not speak the English language. May be required to work evening and/or weekend hours at various Public Health Offices.
