Certification in General Psychiatry by the American Board of Psychiatry and Neurology;

Eligibility for full and unconditional participation in the Medicaid and Medicare programs.
**The New York State Education Department’s Office of the Professions is responsible for reviewing applications and granting licenses to practice medicine in New York State. ***If you are licensed in another state or by written examination in Canada, AND meet the other requirements for Psychiatrist 2, you are also eligible if you have a current limited permit to practice medicine in New York State. If appointed, you must obtain your license within one year of the date your limited permit was issued. Failure to do so will result in removal from your position.
Loss of license or limited permit to practice medicine in New York State or failure to maintain certification by the American Board of Psychiatry and Neurology will result in action to remove you from the position.
In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and you lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.
** This position requires visitation to hospitals and/or other health care settings and direct interaction with patients and patient care staff. Upon appointment, the candidate must be fully vaccinated or willing to become fully vaccinated against COVID-19. Candidates who are not fully vaccinated against COVID-19 may not start working until two weeks after their final dose of a COVID-19 vaccine. **
Specific duties include, but are not limited to, the following:
- Provide clinical guidance and consultation to Clinical Directors of OMH operated Adult Psychiatric Centers on patient cases, consults on matters related to quality of care, and provides analysis of system concerns in OMH facilities.
o Attend periodic meetings with Clinical Directors on issues and outcomes and provide guidance on best practices to mitigate issues.
o Manage OMH Psychiatric Center Consult Service that engages outside consultants to review patients with complex conditions and needs.
o Provide support and guidance to Clinical Directors and program staff by providing technical and operational assistance to OMH operated hospitals regarding the Centers for Medicare and Medicaid Services (CMS) and the Joint Commission (TJC) related issues and delivery of excellent results.
o Collaborate with Clinical Directors on appropriately reducing length of stay, increasing discharges of long stay patients, and increasing access to the facilities.
o Evaluate state operations referrals that are denied and appealed then facilitate appropriate alternate community treatment plans.
o Advise the Medical Director and Chief Medical Officer on Quality Improvement projects that identify and coordinate care for high risk/high service-utilizing individuals in residential settings.
o Review residential discharge cases with Central Office and hospital leadership to ensure clinical and quality standards are being met.
o Assist with recruitment of psychiatrists and nurse practitioners for OMH facilities.
- Provide consultation to OMH State Operated and OMH-licensed programs which have significant concerns with clinical outcomes.
o Discuss with Psychiatrist 3 (Medical Director) recommendations for cases that have significant concerns regarding risk and/or undesired outcomes.
o Confer on matters related to quality of care and analysis of concerns in OMH licensed providers to ensure providers deliver consistent, quality mental health services throughout New York State.
o Provide technical assistance in the resolution of wait list determinations and inpatient admission denials from Article 28 Hospitals.
o Assist in the interpretation and oversight of regulatory issues.
- Serve on various OMH Central Office committees and serves as liaison with other State agencies on clinical policy implementation and outcomes, evaluation and review of adult community-based mental health programs, initiatives, and policies serving/impacting specialized mental health and/or co-occurring disorder populations.
- Provide clinical input into the implementation of OMH initiatives from a clinical-administrative perspective; and, collaborate with the Medical Directors regarding OMH policies, procedures, and practices in adult state operated and community programs funded and/or licensed by OMH in areas such as: managed care planning and transition; intensive rehabilitation, care coordination, assertive community treatment (ACT) and Personalized Recovery Oriented services (PROs).
- With supervision from the OMH Chief Medical Officer and the Medical Director of State Operated Services, participate in special projects such as:
o Population health and medicine;
o Clinical services development; and
o Other projects sponsored by the Office of the Chief Medical Officer.
