Job Scope

Uses some independent judgement and familiarity of the field to perform work. May provide input into the
development of policies and procedures. May be responsible for administration of moderate complexity
departmental programs.


Position Summary

The Construction Project Manager is responsible for coordinating all technical and administrative activities
between the Department and design professionals, consultants, agents, vendors, contractors, school communities
and District staff in the implementation of all SAISD construction and capital improvement bond programs.

Essential Functions / Key Responsibilities

1. Provides supports to contracted architectural, engineering and management professionals involved in
planning, design, and construction of projects.

2. Provides support to District and school administration, staff, teachers, and communities within area of
responsibility to ensure that the coordination of activities is consistent with District and schools’ goals and
objectives.

3. Assures conformity of design with program requirements, time schedules, budget limitations,
construction codes, planning/zoning requirements and District standards and criteria.

4. Participates in preparing bids and proposals for construction projects; reviews and negotiates bids and
proposals; recommends award of contracts and completes required documents with successful
contractors.

5. Inspects work in progress and applies general recovery strategies for potential budget and schedule
variances; recommends approval of completed projects.

6. Ensures compliance of construction plans, specifications, and contract conditions.
7. Coordinates purchasing and installation of furniture, fixtures, and equipment using some latitude for

independent judgement.
8. Arranges for professional development training for the department.

9. Coordinates occupancy with school calendar; evaluates performance under full occupancy conditions and
make necessary adjustments.

10. Performs other related duties as assigned within the appropriate skill and experience capabilities
expected for this position.


Minimum Requirements

  • Bachelor's degree from an accredited college or university or 4 years equivalent experience.
  • 2 or more years progressive experience in related field.
  • Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee
(approximately $50.00) paid by the employee.


Preferred Qualifications

  • Master's Degree from an accredited college or university.
  • 5 or more years progressive experience in building construction management or related field.

Knowledge, Skills & Abilities

  • Knowledge of construction trades and plans.
  • Knowledge of school district purchasing and bidding processes.
  • Ability to define problems, draw conclusions and solve problems.
  • Ability to use various computer software including Construction Project Management Software, Microsoft
Suite, Adobe Reader, Acrobat, AutoCAD software and CD burners.
  • Ability to review/approve contractor shop drawing submittals, Requests for Information, Change Orders,
and other construction-related documents.
  • Knowledge and understanding of processes and procedures related to school districts or other
governmental entities.
  • Effective leadership and organizational skills.
  • Demonstrated oral and written communication skills.

Working Conditions

Work Environment:
  • Computer, computer software programs and peripherals, teacher resource materials and
equipment, copier, fax, and other equipment applicable to position.
  • Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise. Occasional
exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.


Physical Demands/Requirements:

  • Maintain emotional control under stress; work with frequent interruptions/deadlines and prolonged or
irregular hours; Frequent walking, standing, stooping, bending, pulling and pushing; Occasional: Lifting
and carrying 10-25 pounds frequently, 25-40 pounds occasionally, more than 45 pounds infrequently with
assistance; Pushing/pulling 10-35 pounds sporadically; May be required under specific circumstances to
provide physical restraint of students in danger of causing harm to themselves or others; Frequent
districtwide and occasional statewide travel.
