Description

General Services Department is responsible for an annual budget over $150M covering fleet, facilities, and grounds maintenance for City departments; developing and operating recreation centers and parks; animal control; and blight remediation. GSD is also responsible for $200M of ARPA funds for neighborhood beautification, parks and recreation centers, the Skills for Life workforce development program, and development of the 27.5 mile Joe Louis Greenway.

The GSD Business Office ensures the resources, performance tracking, and financial stewardship required to provide excellent services by supporting the operating divisions in thee following areas:
  • Contract management through strong scope-writing, procurement request submission, bid evaluation, monitoring of purchase order and contract authority
  • Regular tracking and monitoring of work orders and asset conditions in Cartegraph and ArcGIS by providing user support, database management, dashboard creation
  • Project management, process improvement, and data analysis as needed

The ideal candidate will be versatile to support all areas of the Business Office’s responsibility, able to learn quickly, experienced or interested in operations and process improvement, excellent with data analysis and pick up new software quickly.

Examples of Duties

Examples of duties:
  • Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality.
  • Assists with the implementation of divisional goals, initiatives and plans.
  • Develops and implements initiatives to improve work processes.
  • Drives fact-based decision making.
  • Manages project development and execution from inception to closure.
  • Produces summarization reports, outputs, and operational interfaces that present research findings to stakeholders.
  • Provides supporting information to substantiate research findings.
  • Responsible for Data Management best practices, quality standards and advanced Data Management activities.
  • Tracks and reports project milestones and status reports to project sponsors.
  • Assists in developing RFP and RFQ documents and specifications, and participates in respondent’s review and selection process.

Minimum Qualifications

Qualifications:
  • 2 or more years of planning, project management, or related experience
  • 2 or more years of budgeting, accounting, finance experience
  • 2 or more years of data analysis, mapping experience

Educational Background:
  • Bachelor’s degree or higher in math, accounting, finance, business management, economics, political science, public administration, urban planning/policy or related
