Project Details (Size, SOW, Site Background, etc):

APSI has a master service agreement with Kitchell on the Santa Rita Jail program going from 2/1/23 to 6/30/28 (5 year Master Project). Kitchell has a PM/CM master contract with Alameda County to manage the jail program which is a collection of projects totaling upwards of $450M over the same time frame. Some of the expected projects fall into the categories of: a) Accessibility, Network, and Camera projects, b) projects in response to a consent decree known as "Babu" projects, and c) Maintenance or other capital projects. Santa Rita Jail is a county jail located in Dublin, Alameda County, California, and operated by the Alameda County Sheriff's Office. With a design capacity of 3489, Santa Rita is one of the largest prisons in the United States and larger than many California state prisons.

Daily Responsibilities:

4.1. The Project Engineer for the Santa Rita Jail Program shall perform, but shall not necessarily be limited to, the following services:

4.1.1. Develop full understanding of the scope and interdependence of all Contract Documents for both Design-Build and Design-Bid-Build Projects. The following shall be defined as Contract Documents:

  • Contractor and Design Consultant RFQ’s
  • Contractor and Design Consultant RFP’s
  • On-Call Master Agreement for Design and Consulting Services
  • Task Orders for On-Call Master Agreements
  • Standard Agreement for Design and Consulting Services (Long-Form)
  • Owner-Program Manager Agreement for Services
  • Design-Build Construction Agreement (for Contractors)
  • Lump Sum Agreement (for Contractors)
  • Exhibits for all Agreements listed above
  • Purchase Order Agreements
  • Additional Service Authorizations (ASA’s for Design Agreements)
  • Change Orders (for Construction Agreements)
  • Amendments (for Owner-Kitchell Agreement)
  • Develop and prepare Scopes of Services for Design Service Agreements and Scopes of work under Construction Agreements.

4.1.2. Coordinate and facilitate with Program/Project Management Team (PMT), Design Professionals to obtain the Owner’s decisions as necessary during all Program and Project phases.

4.1.3. In conjunction with PMT, lead selective bid processes during procurement phases and assists Owner and Project Manager in initiating, evaluating, reviewing and recording of bids.

4.1.4. Interface with Outreach Coordinator to achieve target mandates in SLEB participation.

4.1.5. Observe and record jobsite activity in accordance with required contractual frequency. Identify and resolve challenges to schedule and cost issues.

4.1.6. Manage effective document control mechanisms for the Project to ensure that work is performed in accordance with contract documents.

4.1.7. Evaluate change order requests including design changes, specifications and drawing releases and reports status.

4.1.8. Review and evaluate submittals of shop drawings, material data, technical information and samples and take appropriate action based upon contract specifications. Assist all Project Managers in identifying and resolving technical issues during submittal

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

Engineering, construction management, or other related degree Minimum of 2-5 years of related work in the construction management realm Industry certifications from DBIA, CMAA, USGBC, or others will be considered more favorably.

  • Strong computer skills and be able to work in a digital environment
  • Very organized in managing data and daily to-do tasks

  • Able to pass a background investigation if needed to work on site
