Position and Salary Information:

The Attorney General’s Office is recruiting for a permanent full time Program Specialist 3, Public Records and Constituent Services Specialist, in the Consumer Protection Division. This position is located in Seattle, Washington, and is represented by the Washington Federation of State Employees (WFSE).

Program Specialist 3 Salary Range 53: $53,100 - $71,520
The base pay actually offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

The following stipends may apply based on position requirements:


  • Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend.
  • Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend.

Division Information:

The Consumer Protection Division enforces the Consumer Protection Act and other statutes to help keep the Washington marketplace free of unfair and deceptive practices. The division investigates and files legal actions to stop unfair and deceptive practices, recovers refunds for consumers, seeks penalties against offending entities, and recovers costs and fees to ensure that wrongdoers pay for their actions. Division staff participate in the many legislative initiatives that affect consumer protection each year.

Duties

What does a Public Records and Constituent Services Specialist do?

This position manages the Constituent Correspondence and Public Records process for the Consumer Protection Division statewide, maintaining compliance with state and agency records retention schedules and the Public Records Act. The CP division receives over 900 constituent inquiries each year and approximately 300 public records requests. The incumbent is also the first point of contract for referrals to the division from the Public Records Unit.

Duties include, but are not limited to:


  • Receives, reviews, and acknowledges public records requests to the division and coordinates collection and production of responsive records.
  • Reviews records responsive to public records requests for privileged information and applies redactions.
  • Receives, reviews, and constituent correspondence to division staff for response and monitors deadlines.
  • Provides training on constituent correspondence and Public Records Requests to division employees.
  • Provides training to division staff statewide on records management policies, procedures and best practices.
  • Assists CP management develop and implement records management policies, procedures and best practices in compliance with state and AGO retention schedules for public records.
  • Assists the division operations manager and division management coordinate all aspects of division records management efforts for all work units.

Qualifications

Option 1: A bachelor’s Degree or Associate’s Degree plus one year call center experience and three years’ experience providing services directly to consumers in the service industry and experience overseeing a work unit’s productivity/work product quality.

Option 2: A high school diploma or equivalent plus one year as a Program Specialist 2 in the Washington State Office of the Attorney General, Consumer Protection Division Programs.

Option 3: A high school diploma or equivalent plus two years as a Program Coordinator in the Washington State Office of the Attorney General, Consumer Protection Division Programs
