Bell has an immediate openings for a dedicated Program Security Manager for a major US military contract. This position is located in Bell’s Fort Worth, TX headquarters.

The PSM position directly correlates with government compliance. This position constantly and consistently maintains the program operational standards and assures that Bell will be rated at "Commendable" or higher during Security Vulnerability Assessment (SVA) inspections for US military contracts.

This role ensures that proper Industrial Security procedures are followed in accordance with the NISPOM, Intelligence Community Directives and Bell Textron, Inc. Operation Procedures, Department of Defense (DOD), Department of State (DOS) and other applicable Government sponsor regulations

Responsibilities:

  • Responsible for the management, maintenance, and execution of the Program's Communication Security (COMSEC) account.
  • Administers programs for handling and safeguarding classified and proprietary information.
  • Serve as the assistant JPAS Account Manager for the Program. Responsible for oversight of personnel security records and the processing of security clearance actions as needed.
  • Establish a robust Security Education Training and Awareness Program.
  • Assist with the planning, development and implementation of effective Information Security (INFOSEC) and Operational Security (OPSEC) policies and procedures.
  • Assist the Corporate Facility Security Officer (FSO) with investigating security violations and prepare reports detailing procedures to preclude future occurrences.
  • Coordinates with government agencies to obtain authorizations, interpretations, and acceptable deviations/exceptions to compliance with DoD regulations.
  • Maintain Information Management Systems (Access Commander) for control of classified materials. Establishes and maintains databases for records of employee accesses and incoming and outgoing classified visits related to DoD classified visits with the Program.
  • Maintain oversight of the company's Visitor Control Management Systems (VisCommander). This system is the Department of Defense (DoD) Bell's official system of record.
  • Record, control, transmit, transfer, dispatch and destroy US government classified information as required per the NISPOM.
  • Assist the Program Manager, Corporate FSO and CSO in the development of long-range plans for security systems, resolving integration issues related to the implementation of new systems, processes, and procedures.
  • Participate in Bell's internal Security Vulnerabilities Audits, Security Program Self-Inspections, Benchmarking, and Best Practices studies.
  • Ability to effectively communicate relevant Program Security information to Program Management and organizational leadership

Education:

  • Bachelor’s Degree required (in business administration or other related discipline).
    • In lieu of a completed degree, some college and 7 years of experience in the defense contracting industry, U.S. Military and/or federal government will be considered.
Required Qualification:
  • At least 6 years work experience in working with DOD security procedures from (U.S. military OR the U.S. defense contracting industry)
  • Experience in working with Industrial Security procedures are followed in accordance with the NISPOM
  • Experience in working with Military Intelligence Community Directives, and Department of Defense (DOD) and Department of State (DOS) Government regulations for US Government Contractors
  • Final Secret or Top-Secret security clearance
  • At least 4 years’ experience working with Joint Personnel Adjudication Systems (JPAS)
  • At Least 4 years’ experience working with Communication Security (COMSEC)
  • Experience with Documentation Control and Accountability
  • At least 4 years Security Education Training and Awareness (SETA) experience
  • Must be a self-starter able to work and operate with minimal supervision
  • Must be an effective communicator
  • Must be proficient in Microsoft Office (PowerPoint, Word, Excel)
  • Ability to travel up to 10% of the time
Preferred Qualifications:
  • Completed DCSA FSO Program Management Course for Processing Facilities
  • At least 2 years’ experience as a Facilities Security Officer
