Hourly Wage: $25.13/Regular/Full-Time/Supervisory
This position provides leadership and management of the WIC and Ki'iis Program. Plans, organizes, writes, implements and monitors the approved scopes of work and budget of each program to ensure fiscal and programmatic compliance with applicable laws, regulations, policies and procedures. Negotiates conditions with funding agencies as appropriate. Assures high quality healthcare delivery standards are established and maintained and services are coordinated with appropriate health care services. Ensures internal controls are in place and operational which will allow monitors and audits to be performed with no major findings. Promotes and encourages positive work environment, promotes teamwork, communication and positive working relationships among staff, clients, health care providers and the public. Provides mature and sensitive leadership to staff and strives to promote professional career development. Certify families on the WIC program in compliance with Washington State WIC policies and procedures.
Examples of Work Performed:
- Provide leadership, Supervision, and Guidance to the WIC staff, and Ki'iis (Dental Hygienist). Plan for increasing services to increase Ki'iis Medicaid Reimbursements.
- The Lead Worker concept includes training staff in all of the respective areas as appropriate, including orientating of other program staff.
- Establish and maintain the WIC office and service area environment that supports the Mission Goals of the Program.
- Research, plan and write the Scope of Work and calculate the Budget for the WIC Program so that it meets the requirements of the WIC grant guidelines. Updates on an annual basis as required and directed using the approved tribal policies and procedures.
- Write grants and contracts as necessary to find additional monies to assist in the operation of the WIC, Ki'iis, and Farmers Market Nutrition Program.
- Develop and maintain a confidential record system for documentation of WIC, and clients that will be reviewed for reporting and monitor accordingly.
- Plan and organize program services to be in compliance with the State WIC Manual and comply in a timely manner to any changes; write, compile, and edit narrative.
- Completes all Washington State WIC invoicing (A-19's) on a monthly basis.
- Completes Budget modifications, and WIC amendments as necessary for the approval of the Grants and Contracts Program and the Tribal Council.
- Formally certifies applicants to the WIC program ensuring that there is complete documentation on each client prior to making a decision on eligibility. Do Health and Nutrition assessment and counsel to develop a nutritional health care plan for each client.
- Provide Check Issuance of the Farmer's Market Nutrition Program (FMNP) to eligible WIC Clients. All check issuance must comply with the separation of duties policy located in the Washington State WIC manual.
- Establish and maintain WIC policies and procedures to assure high quality and consistent service delivery of WIC and nutritional services to all clients.
- Conduct annual employee evaluations in a timely manner.
- Ensure that staff have on-going training.
- Schedule Monthly in service (nutrition education) training.
- Participate in WIC training, meetings and conferences on nutrition education, and other nutrition and health education pertinent to WIC services, target population and staff education.
- Provide professional technical assistance and consulting to other health related program and tribal programs in the areas of nutrition education.
- Participate in health fairs, and other activities to promote the overall health awareness and education of the Yakama community and to inform the community of available services that they may be eligible for through the WIC program.
- Develop and maintain nutrition resource materials for use by clients and staff.
- Coordinate and make referrals with other health agencies to promote wellness.
- Perform other duties as assigned.

- Knowledge of the Yakama Nation Accounting System, and the Finance Manual.
- Knowledge of the Freedom of Information Act.
- Knowledge of the Indian Health Service Ethic Standards.
- Skill in observation.
- Skill of reading comprehension.
- Skills of doing mathematical calculations.
- Skill in writing, and using proper English and grammar, word usage, spelling and format.
- Skill of listening and communication.

- Ability to supervise.
- Ability to utilize the Washington State WIC Program Client Information Management System (CIMS).
- Ability to utilize the Indian Health Services Resource & Patient Management System.
- Ability to interpret complex and complicated instructions to staff and lay public.
- Ability to develop and maintain positive interpersonal working relationships with others.
- Ability to make small and large group presentations.
- Ability to travel when necessary.

- Knowledge and ability to use D365 and iSolved software.

Minimum Requirements:
- Minimum of A.A. Degree with 5 years managerial experience or equivalent experience.
- Required to pass a pre-employment drug test.
- Must have First Aid/CPR card or ability to obtain one within three months of employment
- Required to pass pre-employment Indian Health Service background check.
- Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
- Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.

TRAINEE: The Yakama Nation reserves the right to practice Indian Preference by selecting an Indian applicant as a trainee at a reduced pay rate than announced. A training plan is developed to assist employee to reach required qualification requirements and performance level. After completing training plan, work performance will be evaluated. Upon satisfying qualification requirements, employee will obtain entry level pay.

- 10-points= Enrolled member of Yakama Nation.
- 8-points= Indian (enrolled) spouse of an enrolled Yakama member.
- 6-points= Other Indian (member of a federally recognized tribe).
- 8-points= Indian (enrolled) descendant of enrolled Yakama member.
- 2-points= Non-Indian spouse of an enrolled Yakama member.
- 0-points= Non-Indian.
Personnel Policy Manual Section 2.1.4:
- Positions funded under non-638 federal funding: 8-points= Indian (member of a federally recognized tribe).
VETERAN PREFERENCE: Is pursuant to Section 402 of the Vietnam Era Veteran's Readjustment Assistance Act of 1974. For verification, must provide a copy of honorable DD-214.
