Summary

The Program Manager will support the Los Angeles Region High Road Transition Collaborative’s (LA HRTC) efforts to develop and implement the Los Angeles regional economic recovery and transition strategies in accordance with the California Community Economic Resilience Fund (CERF) program. The Outreach and Engagement Program Manager’s duties will include but not be limited to; managing stakeholder engagements, coordinating outreach, supporting data/information collection, preparing the final report, monitoring the grant, contract administration, performance and compliance, monthly progress and fiscal reports, along with supporting overall planning activities including capacity-building, community engagement, and research.

Duties

  • Support and manage communications related to the Los Angeles High Road Transition Collaborative’s (HRTC) Community Economic Resilience Fund (CERF) programs, initiatives, budgets, financial planning, staff development, and reporting of programmatic activities.
  • Coordinate communications with the governance leadership of the HRTC to identify and convene group and subgroup partners including:
  • Affinity and Subregional Tables that facilitate planning input from all stakeholders
  • Affinity Hub Leads and Partner Table Leads that will coordinate and gather information from the Affinity and Subregional Tables
  • a Steering Committee tasked with decision-making regarding HRTC strategies, and
  • a Stewardship Committee focused on implementation of decisions made by the Steering Committee.
  • Support the communications aligned with the implementation of strategies as established by Steering Committee and Stewardship Committee to develop and provide input from disinvested communities on LA HRTC implementation strategies, contribute to process evaluation of the planning effort, contribute to the development of the final plan to be submitted to the State of California.
  • Manage subregional communication efforts for the LA HRTC including:
  • Support the governance leadership in developing engagement and planning activities
  • Engage stakeholder organizations and residents from subregions in inclusive community tables and collaborative governance structure
  • Host launch events in each of the 9 service planning areas within LA County
  • Host monthly meetings with the HRTC members via “Issues Tables.”
  • Host geographic & diversity-based planning forums
  • Host regional & ethnic forums
  • Coordinate communication efforts as it relates to outreach materials/website to ensure all information will be accessible via the project website and community groups will be expected to provide monthly public updates as a part of their microgrants.
  • Manage website and outreach material to include regular updates of CERF public meetings and planning activities, including a calendar of subgroups meetings, events, and HRTC contacts.
  • Marketing and design, including development of logo, newsletters, emails, and CERF media templates for uniformity
  • Videography/Photography/Media development for documenting events and the creation of social media content
  • Coordinate communication efforts aligned with governance leadership to develop economic recovery and transition strategies and implementation project plans for successful submittal of the CERF Phase 2 proposal
  • Coordinate collection of input, data, studies and information from stakeholder meetings and events.
  • Support the preparation of the final report for the region with approvals of HRTC Strategic writing team
  • Support and monitor grant and contract administration, performance, and compliance, such as monthly progress and fiscal reports in partnership with governance leadership, Fiscal Agent and the State of California on contracts and reporting
  • Ensure all activities support the Los Angeles County Economic Development Corporation’s mission, goals, and objectives.

Qualifications

Education:

Associates degree from a community college or bachelor’s degree from four-year college or university preferred; or at least 3 or more years of related experience and/or training in workforce development; or equivalent combination of education and experience.

Experience:

  • Experienced in managing State and/or Federal Grants
  • Experience collaborating on Regional Initiatives and collaborating with regional stakeholders, business/philanthropy, CBOs, and educational partners ​
  • At least 3-5 years of experience in community engagement and outreach activities (Grassroots development experience)
  • Grant management and reporting experience
  • Experience and knowledge of the educational ecosystem in the LA region
  • Experience working across diverse communities and culturally competent

Language Ability:

Ability to read, analyze, and interpret general business correspondence. Ability to effectively and efficiently present information and respond to questions from diverse groups of community leaders/advocates, clients, customers, and the general public. In addition, if you are a candidate who is proficient in one or more of LA County’s thirteen (13) threshold languages that is a plus, but not a requirement.

Math Ability:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:

To perform this job successfully, an individual should have knowledge of Microsoft Word, Excel, E-mail, PowerPoint, and Salesforce (or other CRM system).

Supervisory Responsibilities: The Program Manager will provide shared supervision to program staff. One Program Administrative Assistant, and one Research and Data Analyst.
