The mission of Alum Rock Counseling Center (ARCC) is to heal families and inspire youth to reach their full potential. For 48 years, ARCC has provided a wide range of behavioral health counseling and school-based support, designed to promote health equity & educational equity, and ensure that high-risk youth stay safe, in school, and drug & violence free. The agency supports a predominantly Latinx (70%) population in underserved schools and neighborhoods throughout Santa Clara County with a focus on the high-need area of East and Central San Jose. ARCC staff provide services to youth and caregivers who otherwise might struggle to afford and/or access quality care. In 2020-21, the agency served 6,000+ individuals, through 13 different programs, including individual and family counseling, substance use prevention education, youth mentoring, family reunification, parent training/support, and services in 40+ high-need schools.

Program Summary:
The Downtown Youth Wellness Center (DYWC) is a safe and welcoming center located in Downtown San Jose that serves “all” youth ages 12-25 to navigate and access services across systems. The DYWC provides space for activities and learning, and a place to socialize and just “be”. Services include: Peer Support & Mentoring, Social Activities, Psychoeducational Activities, Employment and Education Support, Behavioral Health, and Linkage to Medical and Clinical Support.
Position Summary:
The Downtown Youth Wellness Center (DYWC) Program Manager 1 will provide oversight to Peer Support Services and center activities in collaboration with the County of Santa Clara Behavioral Health Services care team. Preferably, drawing on their own lived mental health experience, the DYWC Program Manager will support the Peer Support Specialists and Receptionist in their work with youth and young people seeking services at the center. Position responsibilities include day-to-day program management, program planning, staff training and supervision, budget/expense management, service implementation, and reporting. The Program Manager must have the ability to create and maintain healthy working relationships with school and community partners and the DYWC care team. This position must work well with individuals of diverse backgrounds and be an advocate of youth and young people. This position requires in-person work and flexibility for evenings and weekend work during center hours (Tues-Sat).
Essential Job Functions:
- Oversees the Peer Support Services and center activities at the Downtown Youth Wellness Center.
- Maintains high level of quality in programmatic systems, procedures, and practices, including high ethical standards and program implementation.
- Ensures that the Peer Support Services are consistent with the Downtown Youth Wellness Center’s Mission and Vision.
- Ensures that policies and procedures are followed in providing support, supervision, guidance, and development to program staff.
- Interviews, hires, trains, supervises and manages all staff needed for program implementation. Monitors staffing and attendance, and signs time cards, travel vouchers and other time-sensitive documents.
- Works closely with program staff in developing core competencies in protocols, documentation, and guidelines.
- Provides leadership of program staff and facilitates weekly staff meetings. Monitor staffs’ progress and goals towards contract completion and service implementation.
- Provides case management services to youth and families, as necessary (i.e., provide direct service to clients in programs if needed to meet contractual and funding needs), including center tours and front desk support.
- Provides crisis intervention in collaboration with the SCC BHSD care team.
- Teams with County of Santa Clara staff and community-based organizations to build relationships between youth, families, and systems to enhance the awareness of youth/family needs and encourage early help seeking.
- Proactively works in a multidisciplinary team and collaborates closely with center staff, to support the needs of the center and young people.
- Develops effective and innovative recruitment approaches, including marketing strategies to recruit young people and community partners.
- Conducts outreach and presentations to community members and youth as well as diverse organizations to raise awareness of the center and its services to young people, families and service providers, as needed by contract requirements.
- Works in the community to develop positive relationships with collaborating agencies, committees, councils, consortiums, law enforcement, school sites, and other CBOs that broaden the reach of ARCC and CSU.
- Presents a positive image of the DYWC and ARCC in the community. This includes but is not limited to abiding Alum Rock Counseling Center and County of Santa Clara policies and procedures.
- Engages in mentoring and support meetings with others in the PSS community, to support their own mental health, maintain clarity in their role, and maintain competence to support program staff.
- Maintains knowledge of resources and programs available through the County of Santa Clara.
- Keeps abreast of new research and developments in the field and remain knowledgeable of similar programs in the community.
- Works closely with the Community Services Unit Director to manage program goals, statistics, and completion of program outcomes.
- Ensures implementation, tracking, and reporting of all goals for program contract, updating and revising information as necessary.
- Collects, maintains, and cumulates all required data for reporting purposes; ensure that reports are completed and submitted by deadlines.
- Reviews, approves, and monitors all program related expenditures.
- Supports Community Services Unit meetings and events as needed.
- Participates in ARCC operational/management meetings, and all other required internal/external meetings.
- Understand and adhere to the laws governing child abuse reporting (with support from ARCC and BHSD care team).
- Reports pertinent information to the Community Services Unit Director in a timely manner, and provide updates regularly about program operation.
- Performs other duties as assigned by supervisor for the benefit of the agency.

- Ability to work independently and show initiative, as well as be part of an inter-disciplinary team.
- Intermediate computer skills preferred: experience with Microsoft Office, Excel, PowerPoint, Outlook, Teams, Zoom, Google Calendar.
- Bachelor’s Degree in Social Work, Psychology, or Sociology from an accredited college or university.
- Bilingual (Spanish/Vietnamese/Mandarin) preferred.
- Experience working with young people with mental health issues.
- Lived experience of mental health and/or substance use issue, completion of/eligible for completion of a recognized youth peer support-training program preferred.
- Ability to establish priorities, and lead a team to successfully meet service delivery goals and client outcomes.
- Minimum 2 years of experience managing or leading teams preferred.
- Experience with reflective supervision preferred.
- Experience working in program development, implementation and coordination.
- Experience collaborating with community agencies and working in a multidisciplinary team preferred.
- Strong knowledge of community resources.
- Strong understanding of Child and Adult Protective Services rules and regulations, HIPAA, mandated reporting, and limits of confidentiality preferred.
- Ability to work flexible hours, including evenings and weekends.
- Ability to lift up to 25 lbs.
- Fingerprinting and background checks as required by the Department of Justice and FBI.
- TB clearance required.
- Valid driver’s license and insurance required.
- COVID vaccine and booster required.
