Environmental Justice (EJ) is based on the principle that all people have a right to be protected from environmental hazards and to live in and enjoy a clean and healthful environment. EJ is the equal protection and meaningful involvement of all people with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies and the equitable distribution of environmental benefits.

The incumbent will assist the Director of Environmental Justice as the EJ office’s outreach coordinator (OC). The OC will focus on fostering effective communication, conducting outreach and building relationships with EJ stakeholders including those with limited English proficiency, to assist MassDEP staff in conducting appropriate community engagement associated with key agency actions and activities.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  • Establish regular communication and engagement with EJ stakeholders to assist with bridging communication gaps.
  • Expand and maintain the agency’s existing EJ contact list with EJ stakeholders who represent EJ interests, non-English media-outlets, Tribes, and Tribal Governments.
  • Coordinate communication with the public about MassDEP events and activities.
  • Assist Director of EJ with the development of the internal quarterly EJ Newsletters and other materials.
  • Attend MassDEP EJ quarterly team meetings.
  • Develop an EJ Team Communications Outreach Subcommittee to provide assistance and develop guidance.
  • Assist the Director of EJ with speaking engagement requests when needed.
  • Assist with content for the internal EJ Resources Intranet site and the external EJ website.
  • Assist Director of EJ with Public Involvement Plan (PIP) review when needed.
  • Provide prioritized support as needed to other initiatives designed to advance the EJ program as it relates to the agency’s key activities (permitting, grants, regulatory promulgation/revisions).
  • Assist the Director of EJ with trainings specific to EJ, community engagement and outreach and additional trainings for external audiences related to EJ and deemed necessary and important to the agency’s mission.
  • Provide administrative and other assistance as needed

QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities)

  • Familiarity with principles of environmental justice.
  • Proficiency in Word, Excel, and PowerPoint, and familiarity with geographic information system (GIS) software
  • Ability to speak in public forums
  • Ability to maintain accurate records.
  • Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.
  • Ability to give oral and written instructions in a precise, understandable manner.
  • Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, specifications, and guidelines governing assigned unit activities.
  • Ability to establish and maintain harmonious and productive working relationships with others.
  • Ability to establish rapport with others and exhibit cultural sensitivity with members of EJ populations.
  • Ability to work independently.
  • Ability to adapt to varying work situations.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
