Job Description:
Resource will serve as the Program Coordinator for the SUID/SDY Case Registry project grant.
Summary:
The SUID/SDY Case Registry Program Manager will support IDOH strategies to improve and uniformly document information about SUID/SDY circumstances and factors.
Essential Duties/Responsibilities:
- Facilitate communication between stakeholders that address SUID/SDY within their own mandates, e.g., IDOH, Indiana Department of Child Services, Indiana Coroners’ Training Board, Indiana Coroners’ Association, Indiana University School of Medicine, local CFR teams, Indiana University Fairbanks School of Public, and others, as needed.
- Monitor compliance with the SUID/SDY grant activities, reporting, evaluation, and outcomes
o The following short-term outcomes will be achieved by the end of the project period:
? local and state stakeholders have increased access to high-quality and complete, surveillance system data for SUID/SDY
? improved completeness, timeliness, and accuracy of SUID/SDY surveillance data for program improvement and public health purposes
? federal and state stakeholders understand incidence of SUID/SDY, including incidence of categorical types of SUID/SDY
? local and state partners create data briefs and other products to inform their programs and other key stakeholders
? increased community awareness of factors associated with SUID and SDY
o The intermediate outcomes which focus on improved surveillance of data and increased understanding of associated factors will lead to the following intermediate outcomes:
? improved policies and practices of systems serving families at higher risk for SUID/SDY (e.g., child protective services, health care providers)
? improved policies to standardize investigation practices, including review of medical records, scene investigation, and autopsies
? improved policies to standardize death reporting practices
o Long-term outcomes focus on reducing infant mortality and incidence of pediatric sudden death by establishing standards of care and upstream, data-driven public health prevention programs:
? reduce the incidence rates of SUID
? reduce the incidence rates of SDY
? standardized investigative practices and reporting statewide
- Provide training and guidance to local CFR teams to ensure best practice in case ascertainment, case review, and data collection
o Attend local fatality review team meetings, as needed
o Train local CFR team coordinators/members in data collection, use of the SUID/SDY Case Registry algorithm, and data entry into statewide data repository
o Ensure high level of confidentiality is maintained
o Provide technical assistance to Suicide-Overdose Fatality Review teams
- Provide training and guidance to local coroners on SUID/SDY Registry autopsy guidance
o Engage with local coroners or county council/auditors to execute MOUs for payment for autopsy services as needed
- Convene and facilitate a multi-disciplinary medical advanced review team for select SUID/SDY cases
- Present cases at the monthly Statewide CFR Committee meetings, as needed
- Coordinate problem solving strategies to resolve issues
- Maintain working knowledge of updated ICD-10 code changes
- Facilitate collaboration between local CFR teams, coroners, law enforcement agencies, and other community partners
o Build relationships within IDOH to support implementation of the SUID/SDY Case Registry activities
o Represent IDOH FRP Division at meetings with external stakeholders
o Maintain knowledge of up-to-date recommendations and available resources
- Interpret policies and recommend implementation options to FRP Division Director
- Create forms, write program guidance documents, and assist with required grant reporting to the CDC SUID/SDY Case Registry managers
- Perform other duties as assigned
Job Requirements:
- Minimum of 1-year supervisory experience
- Minimum of 1-year experience in child fatality review
- Knowledge of the organization and function of state and local health agencies
- Ability to communicate complex public health theories and principles, both orally and in writing
- Ability to coordinate and maintain effective working relationships with other program stakeholders in both the private and public sectors.
- Ability to evaluate and interpret data
- Demonstrated ability to work independently to complete tasks
- Demonstrated ability to coordinate with a team for joint projects
- Demonstrated experience with managing multiple ongoing projects while successfully completing work assignments
- Proficient in the use of Microsoft Office PowerPoint, Word, Excel, Publisher, and Access.
Incumbent exercises extensive judgment and creativity to meet agency’s goals and procedures. Incumbent must develop program procedures to handle new or unusual situations that impact the program and ultimately the entire agency.
