Program Budget & Financial Analysis Supervisor Job at Arapahoe County
The Program Budget & Financial Analysis Supervisor oversees all facets of developing, monitoring, and modifying of grant budgets and assists with the quarterly and annual County budget processes. Presents strategies to optimize federal, state, and local funding ensuring appropriateness, and compliance. Supervises Program Accounting Specialists.

This position will manage the coordination, reporting and review across all duties. This includes collaboration with other team members to clarify information, data research, provide recommendations and education when needed.
Supervisory
- Performs supervisory responsibilities including developing performance plans, monitoring performance, and performance evaluations that support the strategic plan of the division and the department. Oversees hiring, professional and career development, selection, promotion, and recommendations for demotion and termination.
- Manages staff workload, and evaluates work of staff to ensure efficient, accurate and timely processing and completion of all financial functions within the division. Provides instruction and guidance on researching financial issues, building efficient job processes, and teaching staff reconciling and analyzing processes of federal, state and county funds.
- Determines and implements solutions to discrepancies/inefficiencies and ensures applicable training and/or communications are administered to avoid future occurrences.
- Manages the month-end close process under areas of responsibility to include analysis, budget reporting, reconciliation, and compliance oversight.
- Reviews source documents for completeness, mathematical accuracy, proper authorization, sufficiency of information and budget, proper fund/account combinations, and overall allocability and allowability.
- Develops, establishes, and maintains various in-house spreadsheets, schedules, and governing documents to ensure internal control, compliance, and reconciliation.
Financial Budgeting Analysis & Reporting
- Manages, monitors, and tracks county and program budgets, and assists program managers with the development, interpretation, monitoring, and management of respective budgets.
- Responsible for monthly financial budget reporting and reports to leadership, providing comprehensive financial analysis and budget reporting, to include trends, performance, and projections.
- Manages financial projects, models, analyses. Prepares detailed reports outlining the data, findings, and conclusions.
- Serves as subject matter expert on grant budgets, regulations, and processes. Educates and informs team of new funding streams, funding provisions, allowability, and applicable regulations.
Audits & Monitoring
- Develops grant compliance monitoring and reporting processes to ensure compliance with all applicable regulations.
- Division representative for audits and monitoring reviews under area of responsibility; provides deliverables, manages the process, and answers requests as required.
- Ensures compliance of sub-recipient monitoring.
General Finance & Accounting
- Contract and grant review to ensure regulatory and governance compliance, adequacy of billing and budget information, coding, budget, and schedule set up.
- Ad-hoc financial reporting and modeling as requested.
Skills, Abilities and Competencies:
- Ability to communicate effectively, both orally and in writing; ability to establish and maintain working relationships with elected officials, department directors, supervisors, contracted auditors, consultants, financial institutions, professional peers, other employees, and the general public. Ability to exercise good judgement with all interactions and decision-making.
- Experienced in recognizing, investigating, and analyzing a variety of financial, operational, and administrative problems within an ERP system and some ability to develop alternatives and appropriate solutions.
- Working knowledge of pronouncements of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Boards (GASB), American Institute of Certified Public Accountants (AICPA), principles of specialized accounting areas such as governmental funds, debt service, capital assets, internal controls, and risk management.
- Working knowledge of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements of Federal Awards (Uniform Guidance).
- Working knowledge of Generally Accepted Auditing Standards (GAAS).
- Experience in working in an accurate, independent, and organized manner.
- In-depth knowledge and ability to prepare and interpret comprehensive financial reports, special reports, and spreadsheets as requested.
- Strong Microsoft Excel skills to include LOOKUPs, pivot tables, and INDEX formulas.

Education and Experience:
- Bachelor’s Degree in accounting, Finance or Business Administration
- 3+ years accounting and grants/contract program administration experience
- 2+ years supervisory experience
