Position Summary

Big Bend Community College (BBCC), a rural college serving vibrant, culturally rich communities in the Columbia Basin of Central Washington invites applications for a bilingual Program Assistant in the college's Basic Education for Adults (BEdA) Department.

The Program Assistant works closely with BEdA staff and faculty, college programs, student services, and Workforce Education Services (WES) staff to provide student service support and education navigation for our BEdA students, primarily new arrival /refugee Ukraine and Russian and other English Language or high school students. This position will provide language support to students and other BEdA or college staff during student meetings, orientations, and on-going case management. They will provide case management and guide students through the application, enrollment, retention, and completion of their program by helping to remove barriers. The Program Assistant will help students with referrals to internal and external resources and services and assist with outreach and community enrollment events to help on and off campus sites and student services. This position reports to the BEdA Director.

Essential Job Duties

ESSENTIAL JOB DUTIES:

Primary essential duties and responsibilities include but will not be limited to the following:

Case Management:

  • Manage a caseload of new arrival/refugee and other BEdA students including, reporting participation hours, progress notes, and barrier removal strategies into state databases and student management systems.
  • Correspond with students via in-person and technology assisted means (email, social media, Starfish, CANVAS) to check on progress, retention and completion.
  • Verify attendance with instructors through WABERS or TEAMS applications.
  • Serve as point of contact for DSHS referred students, ensuring they are meeting individual participation requirements. Duties include accepting referrals, conducting orientations, assisting students with school enrollment, generating educational plans and reporting to DSHS, meeting grant eligibility requirements.
  • Maintain student files with quarterly schedules, current transcripts, and updated programs plans.
  • Monitor and support students' progress toward certificates or degrees.
  • Provide intervention when students are struggling with academics and personal issues; provide referrals to tutoring services, counseling and/or community agencies.
  • Able to learn and comply with federal and state grant policies and procedures.

Outreach and Recruitment:

  • Provide information for students and prospective students about the programs, services, application process.
  • Explain program criteria, purpose, and supports to perspective students.
  • Determine educational goals and establish plans based upon prior learning, transcripts or competency.
  • Refer prospective transition (BEdA to College) students to appropriate WES staff and pathway advisors.
  • Collaborate with public agencies and private organizations serving potential students, including DSHS and Employment Security/WorkSource partners ensuring student retention and completion goals.
  • Attend and represent BBCC BEdA department at outreach and recruitment related events, meetings, and workshops.

Office Responsibilities:

  • Respond to inquiries from the public, community and partner agencies, ensuring quality customer service.
  • Perform general office duties to include filing, maintaining notes, appointments, email, and phone.
  • Collaborate with team members to improve services to students and increase departmental efficiencies.
  • Perform other related duties and responsibilities as may be required.

OTHER WORK RESPONSIBILITIES:

  • Maintains professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.
  • Ensures no injuries to self or others by following safe work practices and policies. This includes, but is not limited to: security and safety, understanding of SDS, equipment, infection control, fire, disaster, safe lifting and body mechanics.
  • Ensures compliance with college policies and procedures and state and federal regulations.
  • Conduct self in a professional manner and ensures the interaction with team members and other support groups is conducted in a courteous and efficient manner conducive to the college’s values.
  • Perform related duties and responsibilities as may be required.

DUTIES OF THE POSITION REQUIRE EXPERIENCE AND KNOWLEDGE IN:

  • Use of electronic databases and various technology tools to complete daily tasks.
  • Appreciation for and experience working directly with individuals from diverse academic, socioeconomic, cultural, ability, and ethnic backgrounds.
  • Microsoft Office Suite and ability to accurately maintain files and records.

DUTIES OF THE POSITION REQUIRE THE ABILITY TO:

  • Build relationships with students, colleagues, and employers.
  • As changes occur with the grants that fund the department, so do the priorities, policies, and daily work of the department. Candidates must be flexible and adaptable to changing priorities and/or student caseload.
  • Work as a member of a team to increase student success and degree completion.

  • Communicate effectively verbally and in writing in both English and Ukraine and/or Russian; including the ability to engage in one-on-one discussion and in a public forum.

  • Adapt to changing priorities, student demographics and case load.
  • Successfully handle multiple tasks and deal positively with frequent interruptions.

REQUIRED WORK SCHEDULE AND PHYSICAL REQUIREMENTS:
This is a 40-hour per week position based at BBCC Moses Lake campus. The primary work schedule is a 4-10 schedule to meet the needs of our evening students. Holiday or special events may adjust the weekly work schedule. The work schedule may include some evenings and weekends. May occasionally travel to off-site locations to provide support services to students and to other stakeholders. Hours may be changed according to departmental and college needs.

  • Work is performed in a standard office environment with occasional travel to offsite locations.
  • Frequent use of personal computer, copiers, printers, and telephones.
  • Frequent sitting or standing at a desk environment.
  • Perform light to moderate physical effort, lift/carry up to 10 lbs.
  • Ability/endurance to stand/walk for prolonged, extensive or considerable time with or without accommodations.
  • Occasional reaching/stooping/bending/kneeling/crouching.
  • Able to work flexible hours, including occasional weekends and evenings, in order to complete tasks on deadline.
  • Ability to communicate using verbal and/or written skills for accurate exchange of information with faculty, staff, professionals, students, and the public.

Minimum & Desirable Qualifications

MINIMUM QUALIFICATIONS:

At the time of application, all candidates must possess the following:

  • High School diploma or equivalent and two (2) years of work experience in an administrative and clerical support position with experience providing services to and working with the public OR Equivalent education/relevant work experience.
  • Must have the ability to read, write, translate, and converse with fluency in both Ukraine and/or Russian and English. Bilingual jobs include a 5% salary increase for dual language responsibilities. Successful candidate must pass reading/writing/speaking/listening Ukraine and/or Russian comprehension assessment.
  • Experience working effectively with individuals from diverse academic, socioeconomic, cultural, ability, and ethnic background, special consideration for experience working with refugee and/or immigrant populations.

DESIRABLE QUALIFICATIONS:

  • Associates Degree or higher from a regionally accredited institution.
  • Experience with case management and/or mentoring/life coaching.
  • Experience working with adults to develop educational goals, apply for and receive federal or state benefits.
  • Experience dispersing funds to clients or students.
  • Work experience at a Community and Technical College in Basic Education for Adults, Transitional Studies, Student Services and/or Workforce Education.
