The Acquisition Services Management Division is seeking highly motivated Information Technology Procurement Specialist to support important national security missions at LANL. Our primary core functions support all LANL procurement activities and include groups dedicated to Information Technology service operations.

The Procurement Specialist Team Leader, will report to the ASM Mission Operations Group Leader and will provide team leadership of lower-level procurement specialists. This position will have the responsibility, authority, and accountability to execute work that supports program milestones and deliverables while setting the standards for professional behavior and operational effectiveness.The Procurement Specialist 4 Information Technology Team Leader is a technical decision maker and Supply Chain Management subject matter expert (SME) and high-level business professional with broad expertise, unique knowledge, and leadership acumen who uses skills to contribute to the development of organizational objectives and principles to achieve Team goals in creative and effective ways.

Key Responsibilities include but are not limited to:


  • Provides contractual expertise in implementation, execution, and administration.
  • Establishes high-level subcontract strategy and drives implementation of strategic subcontract opportunities.
  • Analyzes significant and/or unique subcontract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and LANL procurement policies and procedures and communicates results to subordinates.
  • Responsible for complex and highly critical fixed price and cost reimbursable subcontract formation and management, including soliciting, negotiating, and administering for specialized materials, equipment, and services.
  • Effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes.
  • Acts as a senior program or project manager as assigned.

What You Need

Minimum Job Requirements:

Leadership: Demonstrated record of successful team leading and proven ability in train and develop lower-level procurement specialists. To include mentoring, team building, managing staff requirements, and motivating employees while fostering a mutually respectful and inclusive work environment that is free from discrimination and harassment.

Knowledge and Expertise: Demonstrated experience in the formation and administration of large complex subcontracts requiring highly creative solutions, and where analysis of situations or data requires an evaluation of intangibles. Accountability: Experience working with confidential or proprietary information, classified documents or sensitive information.

Communication: Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to interact with all levels of personnel and customers.

Education/Experience: Position requires a Bachelor's Degree in Business Administration or related degree from an accredited institution and 9 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Current or recent experience as a subcontracts administrator/manager directly supporting a federal prime contract or a warranted federal Contracting Officer or contract specialist.
  • Professional certification in Contracting, such as:

o National Contact Management Association (NCMA), a CPCM or CFCM;

o Institute for Supply Chain Management (ISM), a CPSM;

o Chartered Institute for Procurement & Supply (CIPS), a Level 3 or higher.
  • Active DOE "Q" clearance.

Work Location: This position is designated as Telework and the selected candidate will perform work from a remote/home location within a two-hour ground commute of the Laboratory. This position's designation as Telework may be modified at the manager's discretion. Ability to report on-site is a must for this position.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
