SUMMARY OF DUTIES AND RESPONSIBILITIES:

Under the Director of Office Services, the Procurement Manager will assist the Director by managing and reviewing procurement functions and supervising staff statewide engaged in the functions of procurement. The Procurement Manager is responsible for ensuring that the procurement process is in compliance with the OAG Procurement Rules and the Illinois Procurement Code; acting in an advisory capacity to the Director, the State Purchasing Officer (SPO), the Chief Purchasing Officer (CPO), and the Policy and Procurement Board; reviewing and analyzing proposed changes in procurement laws and rules, and recommending procedural changes to ensure compliance and efficiency.

The Procurement Manager is responsible for developing and reviewing Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Information (RFI), and other procurement mechanisms such as sole source and purchase contracts; coordinating with the originating Bureau to facilitate communication and any changes necessary during the procurement process; ensuring the effective procurement of products and services; and directing projects and assignments of the procurement team.

MINIMUM QUALIFICATIONS:

This position requires a Bachelor’s degree in business administration, public finance, or public administration, plus three years of experience with procurement programs, RFPs, IFBs, RFIs, and small purchase, sole source, and emergency purchases, or a combination of comparable education and experience. Working knowledge of the e-procurement system BidBuy, NASBO and GIA contracts is required. Working knowledge of SAP and familiarity with maintaining records in databases with the use of complex reports and reporting operations is preferred.

Strong organizational skills, the ability to work on multiple tasks simultaneously, and excellent written and verbal communication skills are required. Attendance and the ability to maintain satisfactory working relationships with other employees and the general public are essential functions of this position. Occasional travel is also required.

HOURS OF WORK: 9:00 a.m. - 5:00 p.m. (Monday-Friday)
