PURPOSE:
The Principal Project Manager will report to the Project Execution Division Manager within Enterprise Infrastructure Programs (EIP) directorate. In this role, you will have primary responsibility for managing multiple medium-size ($5-$25M) projects.
- Responsible for all aspects of projects over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).
- Use MSTS project management processes, techniques, and tools.
- Apply project management best practices and processes, such as planning, work authorization, monitoring project performance, and controlling the project baseline.
- Manage medium projects ($5-20M TPC). Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing), with an emphasis in identification, discovery, and planning. Apply project management best practices and processes, such as planning, work authorization, monitoring project performance, and controlling the project baseline.
- Lead multi-functional teams to actively plan and execute construction projects and monitor performance using standard project controls and earned value techniques.
- Actively monitor customer satisfaction.
- Proactively develop and implement strategies to identify and mitigate project risk.
Due to the nature of our work, US Citizenship is required for all positions.
Minimum Education and Experience
- Bachelor’s degree in a related field or equivalent training and experience plus at least 8 years related professional experience, which included at least 4 years’ as a designated Project Manager.
Additional Requirements
- Previous experience with National Nuclear Security Agency (NNSA) nuclear facility projects and requirements highly desirable.
- Previous project management experience and responsibilities should include:
- Managing medium (<$5-20M TPC sized projects and project teams (10-20 people) through representative project lifecycle phases.
- Defining, planning executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
- Maintaining satisfaction of stakeholders with differing needs and expectations.
- Managing communications between project stakeholders and team members.
- Identifying and complying with project requirements in development of products and deliverables.
- Managing the project team in successfully achieving project scope, schedule, and cost objectives.
- Possess excellent oral and written communication skills and an ability to effectively interface with all levels of the organization and lead technical discussions.
- Ability to maintain satisfaction of stakeholders with differing needs and expectations.
- Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches. Develops innovative solutions that improve project performance.
- Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Establishes trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establishes and manages medium-sized IPTs (10-20 people). Maintains and effectively leads the IPT. Achieves customer satisfaction. Coaches and motivates team members while promoting team interaction. Delegates responsibility appropriately.
- Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions. Uses cost-benefit analysis in decision-making.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.

- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
- Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.

- MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
- Applicants offered employment with MSTS are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct, or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.
- Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”
- Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
