The primary purpose of the Preparedness Program is to strengthen state and local emergency management programs by helping them prepare to respond to natural and man-made disasters. This position manages a suite of preparedness grants, including:
- The Emergency Management Performance Grant
- The Hazardous Material Grant Program
- The Homeland Security Grant Program
- The Non-Profit Security Grant Program
- The State and Local Cybersecurity Grant Program
This position ensures stakeholder collaboration is strengthened through the establishment of workgroups and committees. This position ensures the organization operates in compliance with state and federal guidance. This position advises the division leadership on all preparedness program matters, manages grant application development, implementation, and reporting requirements. This position also works with Federal counterparts to ensure that the Preparedness Program is effective in meeting the needs of applicants and ensures that the program is operating in compliance with all laws, regulations, and policies. This position assists in developing and delivering guidance and training for state and local officials related to the preparedness program. This position is responsible for supervising staff.
Duties involve:
- Preparedness program development and management
- Grant Administration to include Financial and Programmatic Reporting
- Supervision: Budgeting, staff supervision, performance evaluations
- Support the development of state and local emergency management programs
- Technical assistance and training
Must be able to demonstrate ability to work with and engage in diverse working environments within and outside the department.
State of Montana employment may qualify for student loan forgiveness under the Public Service Loan Forgiveness (PSLF) program.
Education/Experience: Bachelor’s degree in emergency management, education, behavioral/social/clinical science, or communications, business, or related field AND three years of job-related experience. Direct experience with FEMA preparedness grants is preferred.
Other equivalent combinations of directly related education and experience may be considered.
