BASIC FUNCTION:
Under the general direction of the Air Quality Supervisor, this position is responsible for managing, collecting, and storing all data for the Borough’s wood stove change out program and all successor programs. This position is responsible for: the design, facilitation, and maintenance of the database(s) necessary for the Borough’s wood stove change out program and all successor programs, ensuring recordkeeping and reporting requirements are met, processing purchase orders and payments for the Borough’s wood stove change out program and all successor programs, coordination and management of air quality projects, contracts and studies as directed by the Air Quality Manager.
TYPICAL DUTIES:
1. Coordinate and administer the voluntary FNSB Solid Fuel Burning Device Replacement, removal, and repair program and successor programs. Ensure that the proper programmatic documentation and informational materials are produced and distributed to program participants in a timely manner.
2. Ensure grant recordkeeping and reporting requirements are being met.
3. Ensure that the wood stove change out and successor programs are operated in a manner to meet all requirements of FNSBC, grand and/or funding requirements, and State Implementation Plan (SIP) requirements.
4. Provide input for feasibility assessments of local initiatives and the administration and implementation of funded initiatives.
5. Develop procurement packets (Requests for Quotes, Requests for Proposals, etc.), and necessary financial transactions.
6. Create and maintain databases for programs and other tracking needs. Pull reports/data for analytical and reporting purposes.
7. Update air quality mobile monitoring mapping information in ArcGIS. Create maps and other informational items using ArcGIS tools; troubleshoot issues.
8. Create and manage website content for the air quality division.
9. Prepare data for quarterly grant and other reporting and coordinate grant activities for the Air Quality Division.
10. Provide assistance in drafting ordinances and resolutions.
11. On a back-up basis, coordinate with ADEC to interpret air monitoring and meteorological data to forecast air quality. Advise public on health effects of air pollution and respond to inquiries and requests for information.
12. On a back-up basis, act as the Public Information Officer (PIO) for FNSB Air Quality issues.
13. Assist staff with creation and editing of education and marketing material. Assist with set up of presentations and public informational campaigns. Assist with other borough air quality programs as assigned.
14. On a back up basis assist staff with processing and other tasks related to the change out programs or related projects.
15. Other duties as assigned.
MINIMUM QUALIFICATIONS:
1. High school diploma or equivalent. Prefer a Bachelor’s degree in communications, business administration, or related field.
2. Minimum of two (2) years’ experience working in an Air Quality or related Environmental, Natural Resource, or Science field. Prefer recent knowledge of Air Quality equipment, procedures, and local issues related to PM 2.5. Relevant post-secondary education may be substituted for the required experience on a year-to-year basis.
3. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)
4. Demonstrated proficiency in operation of personal computers. Proficient with Microsoft Office professional applications. (Word, Excel, PowerPoint, Access or other database software required; prefer experience with ADOBE Professional, basic programming using VB, python, or other products.)

1. Demonstrated ability to convey complex technical and programmatic information to the public and media in a tactful, courteous, and professional manner.
2. Ability to listen and understand differing opinions so as to determine any potential merit for consideration in programmatic design or amendments.
3. Demonstrated ability to understand and execute oral and written instructions.
4. Ability to organize time efficiently and to work with minimal supervision. Ability to perform multiple tasks and projects simultaneously while delivering excellent service to internal and external customers.
5. Ability to create and maintain complex databases, other tracking systems, and websites. Prefer experience with HTML.
6. Must have a comprehensive knowledge of database software and ability to conduct data pulls from various programs and databases.
7. Ability to work independently and with a team.
8. Must be able to maintain effective working relationships with staff, general public, professional colleagues, and other governmental, state and local agencies.
9. Ability to perform technical research and prepare information to be presented to varied audiences.
OTHER
1. A PROFICIENCY TEST MAY BE ADMINISTERED.
2. This position requires a criminal background investigation.
JOB CONTACTS:
Continuous contact with employees at all levels of the Borough; frequent public contact; and frequent contacts involving outside organizations/agencies such as the City of Fairbanks, City of North Pole, DEC, local businesses and community, media representatives, Assembly members.
JOB RESPONSIBILITY:
Does not supervise; experiences many minor problems daily with an occasional major one that must be resolved using own initiative with little immediate supervision; the consequence of error, carelessness or mistaken judgment require significant effort to recover.
WORK ENVIRONMENT:
General office where conditions are pleasant, good and clean. Conditions where accidents/hazards are negligible; while in field there is minor accident probability; requires short periods of light lifting, pushing or pulling (1-26 lbs.)
