JOB SUMMARY:
Primarily responsible for managing the County’s zoning code enforcement program, and implementing the County’s short-term rental permitting program. Performs a variety of routine, technical, and professional duties in zoning admin. Responsibilities include, but are not limited to: manage the short-term rental permitting program by processing permit appls. & monitoring permits for compliance, monitor status and compliance of code violation cases while developing plans of compliance for violators, conduct site inspections on an as-needed basis for Planning & Building Services, and general customer service.
Pay range: $24.91 - $30.53/hr DOQ

PRINCIPAL JOB DUTIES:
Short Term Rental Permitting Program
- Manage the County’s short-term rental permitting program and maintain a positive working relationship with any third-party contractors used to track short term rentals in the County.
- Process short term rental permit applications
- Track and achieve compliance of properties with conditions and requirements.
- Develop a positive working relationship with short term rental permit holders and applicants to assure a well-implemented program.
- Process other administrative planning and land-use cases on an as-needed basis.
Enforcement
- Monitor and act to achieve compliance of residents and landowners with County regulations in a consistent, nonselective, and objective manner.
- Manage zoning violation complaints from customers, agencies, and the general public; initiate and maintain communication lines with alleged violators, complainants, general public, and other departmental staff as appropriate.
- Coordinate enforcement efforts, when appropriate, with other County departments and other local, state, or federal agencies.
- Examine, research, analyze, and evaluate land use - prepare and document infractions, recommend mitigation measures, issue notice of violations, testify in court, and document remedial actions.
- Draft correspondence regarding alleged zoning-related code violations, including official notices of violation (NOV), citations, and compliance agreements, timelines, etc.
- Coordinate and work closely with Planning & Building Services Manager on interpretation of applicable codes and prioritization of enforcement actions.
- Perform site inspections, document and determine existence of code violations, verify compliance with follow-up inspections
- Monitor and track violation status and compliance. Maintain enforcement database and records, develop and maintain forms, etc.
- Identify and implement community programs/incentives that have a positive impact on the community/neighborhoods by addressing targeted, chronic or widespread code compliance issues.
General Customer Service
- Respond to general inquiries from residents and the general public and be familiar with zoning, building and site development regulations, policies, and procedures.
- Conduct permit submittal and plan review tasks for departments as necessary
- Adhere to all County policies and procedures, and all laws and regulations as they pertain to assigned area.
- Attend meetings and public hearings as necessary.
- Other zoning enforcement related duties as assigned by the Planning & Building Services Manager.
MINIMUM JOB REQUIREMENTS
EDUCATION:
Two years of college or equivalent combination of education and experience. Bachelor’s degree preferred. One (1) year of planning or land use experience may be substituted for each year of required education.
EXPERIENCE:
- Minimum of one (1) year experience in planning, code enforcement, law enforcement, or land use
- Experience with zoning regulations, and the legal aspects of code enforcement is desirable
LICENSE/CERTIFICATIONS:
- A.C.E.O. (Colorado Association of Code Enforcement Officials) Basic Certification, is required
- A.C.E.O. Advanced Certification must be obtained within two (2) years of hire date.
KNOWLEDGE, SKILLS, & ABILITIES:
Writing Skills - Skilled in writing reports, research, and data management
Computers and Electronics – Knowledge and use of phones, copiers, fax machines, computer hardware and software. Knowledge in the use and understanding of information from a GPS device. A master level of computer proficiency in the use of word processing, spreadsheets, presentation slide programs, and databases.
Maps/GIS - Must be proficient in interpreting maps, and identifying and resolving contradictions or discrepancies between mapped data and actual physical characteristics of land.
Plans & Drawings - Must be proficient in reading and using site plans, construction drawings, profiles, and cross-sections.
Law and Government - Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process. Specifically, the understanding of the various ordinances, codes, and regulations pertaining to planning, building, and site development.
Geography — Knowledge of principles and methods for describing the features of land, water, and air masses, including their physical characteristics, locations, interrelationships, and distribution of plant, animal, and human life.
Consistency & Accuracy - Requires a level of knowledge and ability to accomplish tasks or projects in a consistent and accurate manner and in a variety of situations.
English Language – Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
Customer and Personal Service – Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Administration and Management - Knowledge of business and management principles. Skilled in organization, decision-making and time-management skills. Exercise independent judgment and critical thought.
Professionalism - Ability to maintain a high level of professionalism. Must be able to pay attention to detail, be dependable, and be responsible.
Communication & Listening - Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to listen.
Interpersonal Skills - Able to maintain courteous and effective working relationships with the public, county departments, co-workers and other agencies.
NESESSARY SPECIAL REQUIREMENTS:
- Must have valid Colorado Motor Vehicle Driver’s License
- Must pass background check: Criminal & Traffic

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

Work is performed both indoors and outdoors. Possible exposures to the following conditions exist: loud noise, all types of weather and non-weather conditions, extreme temperatures, odors, dirt, dust. This position has exposure to hazards associated with moving vehicles and operating a county vehicle/equipment in poor driving conditions. Duties frequently require climbing and manual dexterity. Work is generally scheduled Monday through Friday with some evening, holiday and weekend hours as required.

Physical demands are described as sedentary (exert up to 10 lbs. of force frequently or constantly. Occasionally lift, carry, pull, or push up to 40 lbs. to move objects). Travel by automobile is required to attend meetings, conduct site visits, and trainings. Must possess verbal and auditory capacity enabling interpersonal communication as well as communication through automated devices such as the telephone. Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus.
