JOB SUMMARY AND PHYSICAL DEMANDS

This position performs intermediate professional and technical work assisting with zoning administration and planning activities; does related work as required. Work is performed under the regular supervision of the Director of Planning and Development.

PHYSICAL DEMANDS

The work is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Manual Dexterity: Picking, pinching, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
  • Hearing: Required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Visual Acuity: Required for peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

WORK ENVIRONMENT

Work is mostly performed in an office setting. The worker is occasionally subject to outside environmental conditions. Work after 5:00 PM is to be expected on an occasional basis, as needed.


ESSENTIAL JOB FUNCTIONS
  • Assists with zoning administration and the preparation of long?range comprehensive plans, conducts research, maintains records and files, and prepares reports.
  • Participates in the plan review process, assists with pre?application meetings, and explains land development code requirements to customers.
  • Assists with land development regulations, answers zoning related inquiries, reviews building permits, prepares zoning letters and public notices, processes and reviews zoning applications, researches property history.
  • Assists property owners, builders, developers, and others with zoning information.
  • Assists with support to the Planning Commission, Board of Adjustment and City Council as needed; assists with the variance application process.
  • Prepares public notice advertisements, public notices signs, and mailing lists for public hearing notice to property owners.
  • Assists with the preparation of staff reports including data collection and analysis.
  • Researches and conducts planning analysis of project proposals to determine consistency with the City's comprehensive plan and land development regulations.
  • Advises boards, commissions, committees, and elected officials; prepares and presents staff reports at public meetings, as needed.
  • Gathers, assimilates, interprets, and analyzes a variety of data and information pertaining to long ? range plans.
  • Undertakes a variety of special projects and studies requiring the use of technical knowledge, as assigned.
  • Assists with the preparation and management of State and Federal grant applications.
  • Evaluates the need for ordinance changes and provides research and support for revisions.
  • Attendance at board or council meetings at night may be required.
  • Performs related tasks as required.

QUALIFICATIONS

Education and Experience:

A Bachelor’s Degree in urban planning, public administration, or related field, and one year of experience in urban planning and community development activities. Experience working with municipal planning, municipal codes, and GIS is preferred.

Special Qualifications:

A driver’s license valid in the State of Florida.

Knowledge, Skills and Abilities:

  • Thorough knowledge of community development activities and their relation to urban planning.
  • Thorough knowledge of zoning and code enforcement practices.
  • Ability to read and interpret blueprints, site plans, and architectural designs.
  • Ability to gather and interpret technical and statistical information and prepare technical reports.
  • Ability to establish and maintain effective working relationships with other city departmental staff, contractors, architects, land developers, associates, and the general public.
  • Ability to communicate clearly and concisely with the public.
  • Customer service or public relations experience.
