Why does the job exist?
This position conducts plan review for residential and commercial projects. It evaluates permit requirements for industrial, commercial facilities and residential building projects. This activity includes efficient coordination of all document handling from the initial plan submittal, through the process of ensuring all requirements are met, and final issuance of building permits on approved plans. Working with Downloading EPR (Electronic Plan Review) data EPR, BLUEBEAM and EPIC plan reviewers staff check for planning zoning and Flood plain.
How does it get done?
Conduct Electrical plan review and Electronic Downloading requirements for commercial facilities and for residential building projects. This task is accomplished through comprehensive and extensive knowledge of Electrical/ building and related codes and regulations; applicable energy conservation codes and accessibility codes. This is accomplished by reviewing plans for complex projects such as schools, hospitals and large facilities such as plants and prisons for accessibility compliance utilizing the guidelines set forth through the New Mexico Electrical Code National Electrical Building Code, ANSI. the New Mexico Commercial Building Code as well as applicable NM energy conservation codes and accessibility codes. This position requires an effective communication system to distribute the results and resolutions to architects and engineers affected parties.
Due to the high volume of plans received it is critical to effectuate a timely turnaround time for both residential and commercial plans.

The customers are the public, contractors, schools, hospitals, public building owners, architects, engineers and property owners with the employee fulfilling these responsibilities by working with the trade bureau chiefs and other division employees to ensure competent and efficient completion of all job responsibilities.
Ideal Candidate
Having 5 years of working Experience Knowledge of National Electrical code requirements and New Mexico Electrical code. The principal function of an employee in this class is to review plans to ensure compliance with State and local codes and ordinances. The work is performed under the supervision and direction of an assigned supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative. This class is distinguished from the class of Plans Examiner I by additional required certifications and the broader scope of responsibility particularly as to electrical codes and standards compliance. The candidate should have extensive and competent knowledge of construction codes, architect and engineer requirements and standards and be competent in the research and location of code determinations, complete thorough and accurate reports and compile electronic files to create necessary reports as to permitting, inspections and construction trends in the state competently utilizing BLUEBEAM, EPR and EPIC. This candidate will reside in Las Cruces area.
Minimum Qualification
Bachelor's degree in Business Administration and two (2) years of experience in investigations, regulation, policy, statutory, and/or contract compliance. Substitutions Apply. See Substitution Table below.

Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated August 12, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
In addition, employees working in State correctional facilities who have the potential for direct or indirect exposure to inmates are required to be vaccinated against COVID-19.
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. In-state and out-of-state travel may be required. Ability to lift up to 50lbs.
