Performs highly advanced performance improvement consultative services and technical assistance work. Work involves planning, developing, and implementing DSHS Public Health Region 6/5S performance improvement plans, which will position the region to be better prepared for and respond to the next public health emergency. Primary focus on after action reports and process improvement related to COVID-19 and other emerging disease responses in the region. Provides consultative services and technical assistance to regional staff, governmental agencies, local health entities and community organizations. Responds to public health emergencies and serves in significant roles within the Regional Health and Medical Operations Center (RHMOC), which may require alternate duty hours. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Works closely with Executive Leadership Team in the region, reporting directly to the Deputy Regional Director.



Essential Job Functions:
Performs highly advanced senior level project management work overseeing the development and implementation of internal Improvement Plans in DSHS Public Health Region 6/5S through inter-departmental collaboration, coordination, and communication. Primary focus on after action reports and process improvement related to COVID-19, Mpox, and other emerging diseases responses in the region. The goal is to position the region to be better prepared for and respond to the next public health emergency. This will involve developing and leading workgroups, providing technical guidance and the presentation of best practice examples, as well as developing complex, multi-staged systemic process improvement implementation plans. Tracks corrective actions and continually reported on until completion. Ensures a system is in place to validate previous corrective actions were successfully implemented. 45%

Coordinates the collection, organization, analysis, and preparation of materials in response to requests for information and reports. Completes and monitors required administrative and performance reports, studies, and specialized projects; and recommends appropriate changes to programs. Develops and presents training. 35%

Works with key partner agencies and facilitates collaboration and communication between these local jurisdictions and agencies, to promote the development of regional improvement strategies. Provides technical assistance as needed and serves as a subject matter expert in process improvement function. 15%

Other duties as assigned. Participates in regional assignments and special initiatives. May be required to work other than normal business hours to respond to public health emergencies. May require an alternate shift pattern assignment and/or location. Actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response/recovery/Continuity of Operations activation 5%


Knowledge Skills Abilities:

Registration or Licensure Requirements:


Initial Selection Criteria:
Bachelor’s degree required from an accredited four-year college or university.

Two years’ experience facilitating and/or leading, and/or participating in complex multidisciplinary projects.

Master’s degree preferred.

Experience in project management, process improvement or change implementation preferred.

Experience in leading multi-disciplinary teams in quality improvement planning and implementation preferred.

Training in Project Management, Continuous Quality Improvement or Process Improvement preferred.

Certification as a Project Management Professional (PMP), CAPM, CSM or similar project management certification preferred.

This is a temporary, grant position funded through June 30, 2024.

An in-basket exercise will be required at the end of the interview.

Position will be allowed to work remotely periodically within Texas, but in-person work, including travel is required. Headquarters is 5423 Polk Street Houston 77023. Employee must provide transportation; agency reimburses for business travel using state regulations.

Employees are required to follow all policies, including immunizations and will have driving records verified.

Work hours may vary during public health response activations.

Mid-range salary has been approved of $6065.71/month.
