This position performs its duties on both the Kentfield and Indian Valley (Novato) campuses, so if not already residing within the Bay Area, the successful candidate must be willing to relocate.

POSITION OVERVIEW
Under general supervision of the Director of Fiscal Services or their designee, performs a variety of technical and professional activities including processing monthly employee payrolls, implementing employee payroll tax and benefit deductions, and preparing related payroll reports; provides information to, and advises employees on payroll policies and procedures; prepares related reports; and performs related duties as required and assigned.
Essential Functions
- Process mid-month, end-of-month and supplemental payrolls monthly in the computerized payroll financial system. Process hourly timecards, earnings corrections, and benefit adjustments. Review and validate earnings and deductions prior to finalizing each payroll.
- Ensure correct data entry of employees' payroll tax and benefit deduction codes and amounts for health and welfare programs, pensions, union dues, flexible spending accounts, and other miscellaneous deductions. Input employee overpayment, repayment agreements.
- Working with Human Resources to resolve issues/problems for all employees. Input new hire paperwork and benefit enrollment documents received from Human Resources to ensure timely pay.
- Respond to employee inquiries regarding timecards, tax withholdings, deductions, and any related pay concerns.
- Implement garnishment orders, i.e. communicate with employees and external agencies regarding related activity and ensuring wages have been appropriately adjusted.
- Ensure accurate administration of direct deposit enrollment forms and work with financial institutions to resolve any discrepancies.
- Resolve issues with lost or stolen paychecks - reissuing of new and voiding of old paychecks, ensuring proper documentation has been completed, and communicating with County of Marin.
- Transmital of pay files and ACH files to County of Marin and financial institution, including resolution of any errors.
- Processing off-cycle payroll checks when approved by senior management, which includes manual calculations of earnings and deductions, and ensuring correct data has been input.
- Prints and mails payroll checks and direct deposit notices on a regular basis and in a timely manner.
- Calculates and transmits payroll tax deposits to federal, state and county agencies.
- Uploads and validates processing of electronic transmittal of 403(b) payments to Tax Deferred Solutions (TDS) for accuracy.
- Prepares and submits third party payments and reports, to Accounts Payable division for purposes of check preparation, and responsible for ensuring the ensuing checks and supporting documents are mailed in a timely manner.
- Respond to employment verifications regarding employee payroll history.
- Maintains all hard copy and electronic files related to District payroll and related employee communications, for use in reconciling discrepancies and resolving inquiries.
- Participates in testing of software application updates for the district's electronic payroll system and the County, as it relates to direct deposit, check printing and County SAP processes.
- Work collaboratively and effectively as part of a customer service team and may perform related duties and or support to areas as directed by the manager.
- Attend and participate in various meetings, workshops and conferences to stay abreast and remain current on payroll related changes in laws, statutes, rules and regulations.
Requirements & Desirables
REQUIREMENTS
- High school diploma or equivalent; and
- Three years job related experience, and
- Demonstrated sensitivity to and an understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
- Experience working in an educational environment.
- Certified Payroll Professional (CPP) or a related professional designation.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
- Generally accepted accounting and auditing principles, practices and procedures.
- District rules, regulations and policies; California Education Code; Federal and State laws pertaining to employee payroll and processing.
- Basic accounting, record keeping and business mathematics.
- Correct English usage, spelling, punctuation and grammar.
- Principles of business letter writing and advanced report preparation.
- Automated payroll processing systems, e.g. Banner, related to employee positions, earnings and deductions.
- Payroll taxes and benefit programs deductions.
- Computer operations including software applications for word processing, database management and spreadsheets.
- District offered benefits to ensure accuracy of payroll deductions.
- Customer service and interpersonal skills using tact, patience and courtesy.

- Initiate and participate in the preparation and maintenance of a variety of records, reports and files.
- Retrieve and review payroll related data using a computer; utilize word processing, spreadsheets and other software.
- Maintain confidentiality of personal and sensitive materials, information and matters.
- Interpret, apply and enforce applicable laws, codes, regulations, policies, procedures and other guidelines pertaining to employee garnishments, payroll taxes, and other payroll deductions.
- Research and compile information and data in preparation of reports.
CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:

- COVID-19 Vaccination Status: All employees new to the District who access campuses or other District facilities, and/or participate in off-site work in-person for the District, must be fully vaccinated against COVID-19, prior to employment unless approved as exempt due to verified medical or religious reasons (as defined in federal or state laws and regulations).
- California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
- DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. SALARY INFORMATION
FLSA Status: Non-exempt
Salary Range: CSEA 123
Starting Salary Range: $35.70 - $39.34 per hour (step 1 to 3). Normal entering step is step 1.

Employees in classifications represented by the California School Employees' Association (CSEA) Chapter 196 and are required to comply fully with the CSEA/Marin Community College District (MCCD) Collective Bargaining Agreement. General information regarding rights and responsibilities under the Agreement can be found in the Collective Bargaining Agreements section of our Human Resources site. CSEA emplo y ees are also members of the California Public Emplo y ees Retirement S y stem (CalPERS ), to which the member contributes up to 8% their reportable compensation on a monthl y basis.
