Primary Purpose:
Compile and prepare regular district payroll, including related reports and deposits. Coordinate the employee
benefits program for the district. Maintain records and provide assistance to employees to ensure effective use of
benefits. Manage daily payroll activities of the district to ensure that payroll is delivered in compliance with
applicable state & federal laws & regulations and in a timely manner.


Qualifications:


Education/Certification:
High school diploma or GED (Required)
Associates Degree (Preferred)
Special Knowledge/Skills:
  • Knowledge of local, state, and federal requirements relating to payroll issues and reports
  • Knowledge of basic payroll accounting procedures
  • Knowledge of administration of employee benefits programs
  • Ability to interpret and disseminate insurance and befits information to individuals and groups
  • Ability to maintain accurate and auditable records
  • Ability to use personal computer and software to develop spreadsheets, databases and do word processing
  • Proficient in keyboarding, 10-key numerical data entry, and file maintenance
  • Ability to work with numbers in accurate and rapid manner to meet established deadlines
  • Strong organizational, communication, and interpersonal skills

Experience:
One year accounting-related experience at clerical level


Major Responsibilities and Duties:


Payroll Accounting


1. Prepare accurate district payroll for distribution to employees following established procedures.
2. Receive and audit time sheets for all district employees. Calculate employee wages, salaries, hours worked,

overtime pay, and determine withholdings, deductions, and net pay.
3. Ensure accuracy of payroll data input and calculations, balancing each payroll prior to check disbursements.
4. Maintain district payroll registers, employee payroll information, and other original documentation in an orderly and

accurate manner in accordance with state, federal, and district requirements.


Benefits Administration


5. Administer employee benefit programs such as group health insurance, dental, life and medical reimbursement.
6. Handle employee benefit inquires and complaints to ensure quick, equitable, and courteous resolution. Act as

liaison between employees and insurance carrier’s claims office and resolve administrative problems with insurance

carrier representatives.

7. Assist in conducting benefits orientation meetings and enrollment of new employees in benefit plans.
8. Assist with annual open enrollment process, including making group presentation and preparing, distributing, and
receive materials and forms. Process all employee benefit enrollment and change forms with required time limits to
meet payroll deadlines.


Data Entry


9. Prepare and post all payroll changes including payroll deductions, salary changes, termination, and new employee
information.


Records and Reports


10. Compile, maintain, and file all reports, records, and other documents as required including maintaining payroll

and related file such as payroll records, absent-from duty reports, and service records.
11. Prepare and submit payroll reports and forms including those required by Internal Revenue Service, Texas
Workforce Commission(via TASB Risk Mgmt), Texas Retirement System, Medicare, and Workers’
Compensation Commission.
12. Prepare and verify monthly premium statement for all group insurance policies. Balance and submit payroll
deduction payments to vendors via wire transfers or deduction checks.
13. Maintain all benefits-related records including statistical data relative to premiums and cost. Assist with required
data entry and preparation of reports.


Other


14. Work cooperatively with human resource department, principals, department heads, campus and department
secretaries, and employees to ensure accuracy of information reported. Resolve payroll problems and inquires.
15. Respond to request from financial institutions regarding verification of employment.
16. Maintain confidentiality of information.
17. Other duties as assigned.
