SUMMARY:
The MPRB is looking for a dedicated Park Operations Manager to direct and manage a Maintenance Service Area. The Park Operations Manager will perform high level leadership, management, supervision, and administrative work for the delivery of maintenance services for all park buildings, amenities, trails, grounds, programs, and events ensuring high standards of maintenance and service delivery are met while meeting the needs and interests of diverse communities.

Employee will be eligible to request a teleworking arrangement (up to two days per week of remote work) after 6 months of continuous regular employment and a satisfactory performance record.

What You'll Do

  • Responsible for the overall management of a Maintenance Service Area within the Asset Management Department.
  • Effectively plan, coordinate and direct maintenance services for all park grounds and assets, trails, programs, and events for a designated service area to ensure that the mission, goals, policies and priorities of the MPRB are incorporated into the park maintenance services.
  • Work collaboratively with Recreation, Planning, Public Safety, Environmental Management, Forestry, Trades, Equipment Shop, and City of Minneapolis staff members.
  • Create, administer, measure and document predictive/preventative maintenance programs and work processes and procedures; effectively prioritizing, implementing, and measuring routine maintenance, repair and seasonal operations; providing timely follow up on work achieved in service area for accuracy and quality of established standards.
  • Implement policies and practices for effective and efficient environmentally sensitive solutions and stewardship practices to ensure maximum resource protection and sustainability.
  • Coordinate maintenance priorities and work schedules through active participation on Service Area Leadership Teams and with other MPRB coordinating functions.
  • Provide strategic leadership of the service area and its resources so the development and implementation of service area activities demonstrate best practices and fully support the current and future needs of the MPRB.
  • In collaboration with Assistant Director, develop proposed service area budget and manage the service area's approved budget, including managing performance goals; monitoring revenue and expenditures to assure sound fiscal control and effective and efficient use of budgeted funds, personnel, materials, and equipment; adapting plans as necessary to meet long term goals; managing and maintaining operational statistics; recommending capital improvement and rehabilitation projects.
  • Hire, train, supervise, evaluate, develop and discipline subordinate employees for development of a professional and support staff with a high degree of competence and sound judgment to perform work effectively, efficiently and safely. Ensure supervision and discipline administration are aligned with Civil Service Rules and collective bargaining agreements.
  • Effectively manage and enforce fleet and small equipment maintenance programs and preventative maintenance practices in the service area.
  • Align work plans and process with all applicable collective bargaining agreements.
  • Assist MPRB in identifying and addressing the park and recreation needs of underserved and under-represented communities.

  • Bachelor's degree from an accredited college, university, with a major in Business Operations, Facilities Maintenance, Parks and Recreation or closely related field.
  • Increasingly responsible experience in maintenance work, preferably park maintenance: at least five (5) years.
  • Increasingly responsible experience in leadership, management and administration: at least five (5) years.
  • Experience supervising others: at least five (5) years.
  • Valid driver's license
  • -OR-
  • Associates degree from an accredited technical school in Business operations, Facilities Maintenance, or closely related field.
  • Increasingly responsible experience in maintenance work, preferably park maintenance: at least six (6) years.
  • Increasingly responsible experience in leadership, management and administration: at least six (6) years.
  • Experience supervising others: at least five (5) years.
  • Valid driver's license
  • -OR-
  • High School diploma or equivalent.
  • Increasingly responsible experience in maintenance work, preferably park maintenance: at least eight (8) years.
  • Increasingly responsible experience in leadership, management and administration: at least eight (8) years.
  • Experience supervising others: at least five (5) years

Nice to Have:

  • Experience supervising unionized employees: at least three (3) years
  • Certified Pool Operator License (required within 6 months of hire)
  • Pesticide Applicator's License (required within 6 months of hire)
  • Playground Safety Inspector certification (required within 1 year of hire)

  • Critically analyze operations, collaboratively design and institute improvements without disruption of existing operations.
  • Thoroughly evaluate project alternatives and make recommendations for improvements in business practices and service delivery.
  • Provide comprehensive support to ensure the successful and effective performance of staff.
  • Develop and manage annual operating budget and work performance standards.
  • Establish and maintain effective, respectful and productive working relationships.
  • Negotiate effective and appropriate solutions to difficult conflicts.
  • Set appropriate priorities while coordinating multiple projects and meeting critical deadlines.
  • Contemporary principles and best practices of personnel management and supervision, basic accounting, budget preparation, organization management and analysis of financial data, park and facility maintenance and fleet and fuel management, pest management, playground safety standards, athletic field maintenance, aquatic facility maintenance, and gardens and landscaping.
  • Occupational health and safety practices including OSHA / MNOSHA compliance.
  • Outstanding customer service principles, practices and standards for serving and working with a diverse customer base.
