Yakima Valley College is accepting applications for one Recruiter/Outreach Specialist in the Office of the Vice President of Instruction & Student Services Division-College Assistance Migrant Program (CAMP)-Grandview Campus. This is a full-time 12 month, exempt professional position; Beginning salary is $53,281 annually for 40 hours per week, plus a full state benefits package. This is a grant funded position, and is contingent upon continuous grant funding. The grant is expected to end June 30, 2025

YVC CAMP provides the academic resources and social emotional support essential to cultivate the educational and career goals of students with migrant and seasonal farm-working backgrounds (MSFW). Reporting to the CAMP Director and working in coordination with YVC personnel, faculty, and programs, the CAMP Recruiter/Outreach Specialist is instrumental in establishing and implementing outreach and recruitment strategies aimed at increasing enrollment and college access of MSFW students at YVC. The position requires
travel to conduct outreach and recruitment of MSFW students, occasional travel to programmatic and professional development, and must be available for occasional evening and weekend hours

The Recruiter/Outreach Specialist commits to equity, provides leadership in the direction of planning, developing, managing, and administrating of outreach and college access strategies for Migrant Seasonal Farm Working (MSFW) student college access and retention; supervise the delivery and evaluation of program services to ensure progress and compliance in the area of student access and retention of program participants; establish and implement short and long-term program goals and objectives; represents the college to internal and external constituents; support the YVC strategic plan; and utilize working knowledge of policies and procedures of federal regulations outlined in the CAMP grant under the U.S. Department of Education Office of Migrant Education. The successful candidate will share the programs mission to address changing social, educational, demographic and financial issues that impact service delivery to MSFW students.

Essential Tasks

KNOWLEDGE OF:

  • Mission and goals of the college and program policies and procedures
  • Educational and developmental needs of Pell-eligible MSFW students
  • Outreach and college access strategies, student achievement and learning, and growth-mindset.
  • Computer software applications (i.e., Microsoft Office, Teams, Zoom, etc.)
SKILLS:
  • Strong oral, written, and virtual communication skills.
  • Independent planning, developing and performing single or multiple job tasks to meet all deadlines, prioritizing, providing follow-up and explaining procedures as necessary.

ABILITY TO:
  • Provide guidance to students who are educationally, economically, and otherwise marginalized
  • Work effectively with individuals from diverse backgrounds with respect to, but not limited to socioeconomic, cultural, ethnicity, race, gender, sexual orientation, age, color, marital status, disabilities, veteran status, national origin, religion, and academic background of community college students and trade union affiliation
  • Provide open access, academic excellence, shared governance, staff development, and equity
  • Use discretion, diplomacy, and confidentiality
  • Establish and maintain effective working relationships with co-workers, peers, supervisors, college personnel, faculty, students, and the CAMP community
  • Communicate effectively (written, orally, presentation skills)
MINIMUM QUALIFICATIONS :
  • Bachelor’s degree in Education, Social Sciences, or related field
  • Two consecutive years of experience providing support to students or individuals who are educationally, economically, and/or otherwise minoritized.
  • Experience in developing relationships with students, parents, school districts, community industry organizations, and/or migrant serving agencies.
  • Use of verbal and written Spanish language to aid Spanish-speaking students, parents, and community members as needed.
  • A valid driver’s license and willingness to work evening and weekend hours on an occasional basis.
PREFERRED QUALIFICATIONS:
  • Two consecutive years of experience with CAMP, HEP, or TRiO programs, student academic and career advising, student services, or demonstrated experience in working with minoritized individuals or groups.
  • Experience with virtual communication and presentation.
  • Experience in a higher education settings, providing college access to students who are educationally, economically, and otherwise marginalized.

Qualifications

Essential Duties and Responsibilities:


  • Coordinate and implement outreach and college access efforts through community forums, presentations and visits throughout YVC service district schools and with counselors, educators, staff, and students
  • Develop and cultivate relationships with Washington State Migrant Education Program (MEP) school districts, Washington State MEP Migrant Student Data, Recruitment and Support programs, farm working industries, HEP faculty and staff, HEP/CAMP Recruiters, YVC constituencies such as YVC Enrollment Services, Financial Aid, Student Services, Counseling and Advising, faculty, staff and students
  • Create and maintain contacts that monitor CAMP outreach progress through the program
  • Develop and maintain an outreach contact database to include students, counselors at schools, faculty, and migrant serving agencies among other useful outreach contacts
  • Using knowledge of CAMP federal regulations in collaboration with YVC policies and procedures, assist in the development of outreach and college access effectiveness evaluation reports
  • Work with the Director in the planning and implementation of a strategic outreach and college access plans for MSFW students
  • Work with the Director in creating a structured first-year college access experience for program participants
  • Coordinate, plan, and organize outreach contacts and information aimed at increasing college access and admissions for MSFW students
  • Participate in regular meetings with the CAMP staff to maintain current on program and YVC information to share with students, and to plan outreach and college access procedures
  • Learn about and communicate educational opportunities, personal and academic, and financial resources to CAMP participants available at YVC and make referrals as needed
  • Provide CAMP participants information on core requirements of mandatory advising, Guided Pathways, and New Student Orientation at YVC
  • Provide both academic and non-academic support to CAMP participants
  • Assist participants in navigating their first-year of college
  • Administer comprehensive needs assessments to outreach and college access of MSFW students and develop ongoing revisions and updates on a successful outreach plan
  • Conduct outreach and recruit migrant seasonal farmworker students throughout Washington State to YVC
  • Develop, implement, and evaluate strategies and programs aimed at increasing enrollment of migrant and seasonal farmworker students at YVC
  • Collaborate with the YVC Outreach & Retention Coordinator to develop informational and outreach materials in English and Spanish
  • Provide ongoing support services to CAMP participants, including academic advising, financial aid and career and personal advising
  • Help plan, develop, and implement academic assistance and career exploration workshops, administer culturally relevant materials and assessments
  • Advocate and communicate concerns impacting CAMP participants
  • Support and participate in student leadership initiatives
  • Responsible for developing and implementing college access and retention strategies for potential MSFW students
  • Monitor and track outreach contacts and initiate and maintain data of outreach and student files;
  • Participate in professional development activities as appropriate to the role and utilize a working knowledge of YVC policies and procedures in collaboration with CAMP federal regulations
