Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. The position will support City Light’s Service to Bill Program (StB) with a direct impact on both the customer service experience and employee engagement. StB is designed to review and create efficiencies in the end-to-end process from a customer service connection request through engineering design and installation phase of service, metering, and energization, and providing customers with a timely and accurate bill and payment.

This position will work with all members of the StB team on process improvements to identify gaps and efficiencies, establish and streamline business processes, and provide process visibility and predictability with the end goal of delivering timely and reliable service connections to customers. This position will report to the Service to Bill Program Manager in the Operations Division at City Light.

Job Responsibilities

  • Act as the Variance Committee Administrator, which considers requests from customers for exceptions to City Light requirements and standards. Receive and process variance requests; examine with an analytical eye for completeness and accuracy; prepare materials for and communicate with the Variance Committee; draft letter decisions and provide to employees/customers.
  • Serve as primary point of contact for Escalations (escalated customer issues). Facilitate connections between teams in investigating escalations and tracking issues historically to determine if efficiencies can be realized.
  • Work with Work and Asset Management System (WAMS) team to examine data as it relates to City Light projects, developing dialogue with other groups throughout City Light with expertise in data and metrics.
  • Provide advice and service to management on specific operational and administrative processing and reporting systems by analyzing data gathered, developing information and considering all available solutions and alternatives.
  • Study and analyze operational concerns to determine program and system needs; recommend solutions to meet those needs, and prepare recommendations to implement new systems, procedures or organizational changes.
  • Apply management and systems analysis techniques to assist in budget preparation, equipment and staff utilization, workload forecasting and scheduling.
  • Prepare reports, block diagrams, flow charts, organization charts, and other work aids.
  • Assist in the purchasing of new equipment, consulting services, hardware repair services and maintenance contracts.

Qualifications

Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:


  • Education:
    Bachelor’s degree in business or public administration, business management, project management, computer science, or a related field.
  • Experience: Requires two years in systems, operational procedures, research or analysis.
(or a combination of education, training or experience that provides an equivalent background required to perform the work of the class).
Certification/License: Washington State Driver’s License

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:
  • Experience working for an electric utility preferred.
  • Experience using Work and Asset Management applications (e.g. WAMS experience preferred).
  • Excellent analytical skills with an eye on process improvement.
  • Self-starter, flexible, and work as a team player.
  • Calm but decisive demeanor and able to provide excellent customer service to both internal and external customers.
  • Ability to problem solve and work on multiple tasks with a diverse set of stakeholders (e.g. customer operations, engineering, technical metering, etc.)
  • Excellent communication skills, both written and verbal.
  • Ability to support and model Seattle City Light’s Values.

The full salary range for this position is $40.08 - $46.68 per hour.
