Job Purpose and Objectives
The position is responsible for performing specialized technical work for the Reno County Sheriff"s Department. This position is responsible for registering persons who are required to register with the Sheriff pursuant to the Kansas Offender Registration Act. An employee in this classification must use considerable initiative and judgment in interpreting or adapting policies, procedures, and applicable guidelines. Work in this classification involves the use of independent judgment and is performed under general supervision.

Personal conduct and behavior (on duty as well as off) must be such that it does not bring disrepute or unnecessarily endanger the public"s trust or confidence in the agency or its members.
Job Competencies
Explain the duty to register and the procedure for registration to offenders. Obtain from the offender the information required for registration as provided in K.S.A. 22-4902, 22-4903, 22-4904, 22-4905, 22-4906 and 22-4907 and amendments thereto, and any other applicable statutes. Input each offender"s data into Tyler-LERMS including changes of address, jobs, phone numbers, vehicle information and social media information. This also includes uploading any documents and photos of the offender. Inform the offender of all requirements for reporting changes in residence, employment, driver"s license registration, vehicle registration, etc., as provided in K.S.A. 22-4902, 22-4903, 22-4904, 22-4905, 22-4906 and 22-4907 and amendments thereto, and any other applicable statutes. Input offender"s data into NCIC if they meet federal requirements. Fingerprint and photograph the offender as required by statute. Photograph all tattoos of the offender. Obtain or arrange for the taking of DNA exemplars as required by statute. Collect, record, and properly deposit fees as required by statute. Schedule and notify each offender of their next quarterly appointment. Answering telephone calls from offenders to reschedule or check an existing appointment, or scheduling a new appointment for updates. Forward appropriate reports to the Kansas Bureau of Investigation as required by statute. Scheduling Concealed Carry appointments. Update and maintain lists of non-compliant offenders and forward to Offender Registry Supervisor. Testifies in court as required. Represent the Sheriff"s Department on various state and local committees pertaining to offender registration. Work a flexible schedule which may include evenings. Protects and maintains any confidential information, whether oral, written, or electronic. Operates all job-related equipment, machinery, tools and other aids as required or needed.
Position Requirements and Qualifications
Certifications / Licenses - Must possess a valid Kansas driver"s license. CIC Full Access Certification.

Skills / Knowledge / Abilities - Ability to maintain a positive work atmosphere. Knowledge of English grammar, punctuation, and spelling; advanced skill in communicating effectively using the English language, both orally and in writing. Knowledge of legal processes and terminology. Knowledge of the criminal justice system in the State of Kansas. Knowledge of filing and electronic record keeping systems. Ability to operate standard office equipment such as computer, printer, calculator, camera, copier, and fax machine. Ability to learn and apply Sheriff"s Office, county, state, and federal guidelines, policies, procedures, rules, and statutes to perform essential functions of position. Ability to obtain and apply knowledge of applicable local, state, and federal laws, codes, and ordinances. Ability to provide public access to or maintain confidentiality of department information and records according to state requirements. Ability to learn and apply documents and terminology affecting assigned functions. Ability to work well with groups of managers, other county employees, court professionals, other entities, and the general public. Ability to meet deadlines; accept direction; carry out directives; and follow instructions. Ability to maintain a high level of accuracy and attention to detail. Skill in mathematics sufficient to take and receipt cash money, accurately calculate and give change, add, subtract, multiply, and divide all units of measure, using whole numbers, common fractions, and decimals. Expert skill in maintaining confidentiality and handling confidential information. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Ability to effectively communicate orally and in writing with co-workers, government officials, law enforcement agencies, courts, health officials, detainees, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities. Ability to speak clearly and distinctly, hear and be heard and understood when communicating in person, by radio, or by telephone. Ability to obey all written rules and oral orders and directives from department superiors. Ability to perform essential functions of the position without posing a direct threat to the health and safety of self and other individuals in the workplace. Ability to work alone with minimum supervision and with others in a team environment. Ability to testify in court/legal proceedings as required. Position Requirements - Must be a US citizen or non-US citizen able to work in the United States. High school diploma or G.E.D. Must be at least 18 years of age. Candidates in this position may be required to pass a background investigation in accordance with applicable laws, regulations, or policies: a. Record of criminal activity and criminal history using a named-based record check before employment is offered or before job duties are assigned that might expose them to KCJIS-sensitive information. b. Record of criminal activity and criminal history using a fingerprint-based check within 30 days after initial employment or assignment and before unconditional employment is offered. Knowledge of law enforcement helpful.
