Position Overview: This full-time position will be responsible for the development, coordination, and promotion of transportation system in Gallia County. The Mobility Manager will work with community stakeholders to coordinate transportation services to improve overall mobility for the general public, with the emphasis on the elderly, low-income persons, and/or persons with disabilities. The Mobility Manager is responsible for collaborating in efforts to establish and maintain a Gallia County Coordinated Transportation Plan by establishing a needs assessment through collaborations with community stakeholders and developing community needs assessment, writing grants, etc. The Mobility Manager reports to the Director of Gallia County Department of Job and Family Services for recommendations of policies and effective implementation of such policies. Responsibilities will also include public speaking as well as providing reports, presentations, etc. in various venues.

This position will be responsible for mobility management which, under the Federal Transit Administration (FTA) definition, “consists of short-range planning, management activities and projects for improving coordination among public and private transportation service providers with the intent of expanding the availability of service”. In addition, will be responsible for supervision of the overall function of the mobility call center and other supervisory duties permitted with the grant rules. This position is dependent upon FTA and ODOT grant funds and is contingent upon continued and future grant funding. Position scope is limited to and must meet all program requirements as specified in the grants

Job Duties: Perform all functions related to the Ohio Department of Transportation (ODOT) Mobility Manager grant. Such as, responsible for the development, coordination, and promotion of transportation system in Gallia County. The Mobility Manager will work with community stakeholders to coordinate transportation services to improve overall mobility for the general public, with the emphasis on the elderly, low-income persons, and/or persons with disabilities. Develop and annually updates Gallia County Coordinated Transportation Plan, which identifies community needs and provides a priority of service for funding and implementation. Promotes the enhancement and facilitation of access to transportation services, including the integration and coordination of services. Supports state and local coordination planning and policy bodies such as regional partnering agencies and funding partners. Adheres to Ohio Department of Transportation (ODOT) and Federal Transit Administration (FTA) ensuring compliance. Attends meetings, training sessions, workshops, seminars, webinars, conferences, etc. to remain current with changing rules and laws pertaining to the agency operations and to enhance job performance. Develop strategies for securing local funding to sustain the Gallia County Transportation System, by leveraging contractual funding with local agencies. Responsible for program management ensuring all Federal, State, and Local regulations are met. Provide direction and assist agency, community partners, elected officials and stakeholders with mobility planning, research and implementation. Take steps to ensure mobility management programs are successfully launched and/or sustained. Works directly with ODOT, Establish and maintains advisory groups. Attends community meetings to discuss transportation options. Produces publications, trainings, etc. regarding transportation options, etc., as permitted in the grant. Creates and manages data collection activities to gain information. Holds meetings with Federal, State and Local officials to educate and inform about transportation needs and resources. Develops, maintains & provides information regarding performance, statistics, provision of services, etc., through reports, website, social media, etc. Provides reports to elected officials. Attends conferences, meetings & training sessions & conducts meetings & training sessions & makes presentations to learn, impart information & assist in the identification of needs & provision of community service needs. All other duties as assigned by Director.and/or designee.

Conducts oneself with courtesy, respect, and consideration towards the public and coworkers always. Ability to work with others. Demonstrates regular, punctual, and predictable attendance. Maintain valid Ohio driver’s license & insurability through County liability coverage. Meet Federal and State requirements regarding system(s) security (such as requirements concerning FTI, HIPPA, etc.). Completes necessary overtime to assure duties are completed timely.

MINIMUM CLASS REQUIREMENTS: (including license, if any) Bachelor Degree with core coursework in one of the following: transportation; human services; social services; education; business administration; public administration, (or equivalent field of study); OR A minimum of an Associate Degree with core coursework in the same plus five years of relevant experience in one or more of the following: supervision; transportation coordination; grant writing. Must have a valid driver’s license. Acceptable "equivalent" is at the sole discretion of the Agency.
