Why does the job exist?

Reporting to the Director of Communications and Marketing, the job maintains the brand, identity, and reputation of the NM Department of Cultural Affairs. They are responsible for creating and managing the implementation of strategies for the agency and its individual Divisions in marketing, advertising, and branding.

How does it get done?

Under the supervision of the director of communications and marketing and in collaboration with the communications manager, the marketing and brand manager develops and maintains the marketing and brand strategy of the NM Department of Cultural Affairs (NMDCA). They work with individual divisions of NMDCA to create and implement individual plans and campaigns. They set and monitor campaign effectiveness, produce timely reports, and develop contingency strategies if required. They work in concert with other divisions and bureaus within NMDCA and with individual Foundations to assess audience and visitor data and develop engagement, resource allocation, and revenue generating strategies based on these. They develop and maintain close
working relationships with media reps; identify and recommend cost effective targeted advertising vehicles; negotiate favorable non-profit rates, co-op promotions, and partnerships with the support of Director. They manage all print, digital, and broadcast advertising, and direct external agency search, online display, and remarketing advertising strategies. They integrate targeted online, search, and social advertising, email marketing, social media, video, and other digital initiatives into marketing plans. They act as brand ambassador for NMDCA; develop and maintain branding guidelines for the agency; and assist individual divisions in their branding efforts. They collaborate with the communications manager (NMDCA's social media and website content lead) on paid social media boosting of content on NMDCA dedicated channels, advise individual divisions on same, and assist with NMDCA and individual division website content management. They oversee production of marketing materials including setting up project schedules, issuing insertion and work orders, obtaining vendor bids, and coordinating with printers and mailing services to assure timely, high-quality delivery. They support special projects such as NM Culture Pass, Encounter Culture (the NMDCA podcast), and other marketing initiatives as required. They collaborate with Museum Resource Division staff to produce print ads, direct mail, e-mail promotions, banner ads, social media graphics, and other ephemera. They assist the director in planning annual marketing budget. They write grant proposals to increase marketing resources; manage spend and compliance. They manage marketing and facilities assistant, El Palacio editor, and interns to meet job requirements. In collaboration with the director (who also serves as El Palacio's publisher), they support NMDCA's magazine as required. They participate in intradepartmental committees and project teams as required. They perform other duties as assigned by the director.

Who are the customers?

The marketing and brand manager will collaborate in a way that they are able to serve and support all Divisions of the agency, including the Office of the Secretary. Primary external customers include media representatives, the public, and organizations or individuals with whom the NMDCA has partnerships.

Ideal Candidate

Degree in business administration, communications, marketing, museum studies, or similar areas. An experienced marketing professional with strength in strategy planning and execution and brand building and management.
Excellent project and time management skills with the ability to work with multiple and diverse groups of clients.
A wide degree of creativity, a strong knowledge and understanding of current trends in digital media/social media, and expertise learning online tools and resources.
Self-motivated with a positive, professional, and flexible approach to their role.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and four (4) years of professional level experience operating within limited parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Must possess and maintain a valid New Mexico Driver's License.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated August 12, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

In addition, employees working in State correctional facilities who have the potential for direct or indirect exposure to inmates are required to be vaccinated against COVID-19.

Work is performed in an office setting with sitting, extensive use of computer and telephone, occasional after-hours presence required on-site at events. Must be able to lift 25 lbs.
