OBJECTIVE AND POSITION SUMMARY


The Market President is responsible for executive oversight over the operations of CPLC Texas, Inc. (CPLC Texas, Inc.) in the state of Texas (Market), reporting to the Board of Directors of CPLC Texas, Inc. CPLC Texas, Inc. is a nonprofit subsidiary of Chicanos Por La Causa, Inc. (CPLC), which is the sole member of CPLC Texas, Inc. This position is accountable for the continued success and growth of any existing programs in the Market as well as expanding service lines meeting the needs of the communities served by CPLC Texas, Inc. The Market President will ultimately be accountable for the quality of services as well as ensuring compliance with all legal, licensure and contractual regulations, timely reporting, and appropriate use of funds. The Market President will report regularly on accomplishments, outcomes, impacts, program issues and challenges. Working with the Board of Directors, CPLC’s Executive Team (El Concilio) and CPLC’s Senior Vice Presidents and Vice Presidents, the Market President will expand services through community and corporate partnerships; procurement of funding, and development and implementation of new programs. Additionally, the Market President will lead planning, organizing, and implementing public and private fund-raising initiatives. Specifically, the Market President shall be responsible for the following:


  • Business Management –
    In coordination with the subject matter and functional expertise of CPLC Senior Vice Presidents and Vice Presidents, and in compliance with CPLC’s established policies and procedures, as managed by CPLC Senior Vice Presidents and Vice Presidents overseeing shared services, the Market President shall have the ability to transact business, delegate to operational employees reporting to the Market President and prioritize work under the Market President’s supervision and be granted the authority to negotiate, procure, execute and deliver the documentation necessary to effectuate agreements on behalf of CPLC Texas, Inc., if such actions further CPLC’s strategic plan and adhere to the Market President’s budget, as approved by the Board of Directors and El Concilio and comply with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services.


  • Business Development –
    The Market President shall be granted the authority to create opportunities and pursue potential projects/initiatives that are approved by the Board of Directors and El Concilio, that are aligned with the approved Market President’s strategic plan and budget, that are pursued in coordination with the subject matter and functional expertise of CPLC’s Senior Vice Presidents and Vice Presidents, and that are in compliance with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services. This includes active engagement in proposal development, bringing local market knowledge and resources to the forefront on any transaction within the Market, and strengthening regional alliances. Fundamentally, the Market President is expected to be involved from the onset in all opportunities, including those that may be introduced by El Concilio members.


  • Coordination with El Concilio –
    The Market President shall be responsible for task completion and efficiency of work streams; work with the Boards of Directors, El Concilio and CPLC’s Senior Vice Presidents and Vice Presidents for clarity of organizational direction; and be invited to all meetings in the Market as initiated by an El Concilio member. The Market President shall also engage El Concilio for new areas of programming and development in the Market for mission consistency.


  • Personnel
    – The Market President shall actively participate in the hiring process of personnel within the Market adhering to the Market President’s budget, as approved by the Board of Directors and El Concilio, and complying with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services.


  • Financial Management –
    The Market President shall be responsible for fiscal management including business-line creation and overall budget oversight of the Market in accordance with CPLC’s strategic plan, in adherence to the Market President’s budget, as approved by the Board of Directors and El Concilio and in compliance with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services.


  • Public Relations –
    The Market President shall participate in, or be delegated the authority to, lead or participate in all meetings associated within the Market in accordance with CPLC’s strategic plan, in adherence to the Market President’s budget, as approved by the Board of Directors and El Concilio and in compliance with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services.


  • Brand Management –
    The Market President shall serve as the primary ambassador of the CPLC brand in the Market; consistently promoting the CPLC legacy in the most positive manner possible in accordance with CPLC’s strategic plan, in adherence to the Market President’s budget, as approved by the Board of Directors and El Concilio and in compliance with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services.


  • Leadership -
    As a leader in the Market, the Market President shall live and promote the mission of CPLC to area colleagues, local market stakeholders and to the communities served in accordance with CPLC’s strategic plan, in adherence to the Market President’s budget, as approved by the Board of Directors and El Concilio and in compliance with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services.


  • Strategic Direction and Oversight –
    The Market President shall create new and innovative strategies that keep CPLC relevant within the Market and be involved, from the onset, in every opportunity brought forward by El Concilio members that impacts the Market, in accordance with CPLC’s strategic plan, in adherence to the Market President’s budget, as approved by the Board of Directors and El Concilio and in compliance with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services.


SUPERVISORY RESPONSIBILITIES


This Market President position directly and indirectly supervises all staff located and operating within the Market, in accordance with the job descriptions of each staff member. Additionally, this position indirectly oversees all staff located and operating within the Market and includes approval of staff hires, evaluation, disciplinary actions and employee discharges located within the Market.


SPECIALIZATIONS


The Market President must have demonstrated skills and abilities in a management capacity relevant to economic development, real estate development, integrated health and human services and/or social services and education programs, specifically in creating and sustaining infrastructure within a nonprofit organization. The Market President must be proficient in budget management and analysis and have a demonstrated history of contract compliance. The Market President must demonstrate awareness and sensitivity to cultural issues and community practices of low-income and at-risk families, including dual language speakers.


Effective January 3, 2022, all CPLC Employees and all Service Providers, are required to be Fully Vaccinated against COVID-19. Newly hired employees, who are not Fully Vaccinated at the time of hire, are expected to begin a vaccination series immediately upon hire. CPLC recognizes medical and religious exemptions to the COVID-19 vaccination requirement, in accordance with applicable law and upon approval by CPLC. However, any person approved for an exemption, without exception, is subject to masking, weekly COVID-19 testing at their expense, and other requirements established by CPLC from time to time.


PRIMARY DUTIES AND ESSENTIAL FUNCTIONS


  • Provides effective and inspiring programmatic leadership and supervision by modeling CPLC Values in Action and being actively involved in all programs and services.
  • Ensures that all program activities operate consistently and ethically within the mission and values of CPLC.
  • Implements and leads a continuous quality improvement process throughout the Market, focusing on systems/process improvement. Supports the development and implementation of data-driven decision-making, and leads efforts to improve efficiency and effectiveness.
  • Assures the timely collection and submission of programmatic reports for all regulatory agencies, grantors and other related organizations.
  • Promotes regular and ongoing opportunities for all staff to give feedback on program operations.
  • Provides constructive feedback and leadership development opportunities for reporting staff.
  • Researches and ensures all practices are current and align with all regulatory requirements and meet all industry standards.
  • Partners with El Concilio and CPLC’s Senior Vice Presidents and Vice Presidents to represent CPLC at external constituency groups, including community, governmental, and private organizations.
  • Engages with community partners to better serve and support the needs of the community through collaboration and sustainability.
  • Ensures the continued financial viability of program/service units through sound fiscal management of the annual operational budget. Works closely with El Concilio, CPLC’s Senior Vice Presidents, Vice Presidents and other CPLC senior leaders, in the review and delivery of the annual operational budget and reports accurately on progress made and challenges encountered.
  • Develops strategic goals for all direct reports. Assists all Staff located in the Market in development of strategic goals for their teams. Creates and implements a Market Strategic Plan aligned with the CPLC Strategic Plan in adherence to the Market President’s budget, as approved by the Board of Directors and El Concilio and in compliance with CPLC’s established policies and procedures, as managed by CPLC’s Senior Vice Presidents and Vice Presidents overseeing shared services.
  • Performs other job-related duties as assigned.


MINIMUM QUALIFICATIONS AND COMPETENCIES


The ideal candidate will hold a Master’s degree in social sciences, business or related degree with at least five years’ experience in non-profit leadership including business applications; or minimally, a Bachelor’s degree in social sciences, business, or related field with 8-10 years’ leadership experience at the director level including business applications. Experience in development and implementation of multiple programs is highly preferred.


Candidate must have, or be eligible to obtain a level I fingerprint clearance card, or equivalent and must have and maintain a valid drivers’ license and auto insurance within the state of their residence. Proficiency of computer fundamentals and business software is required, Office 365 preferred.

Must have proven leadership experience across multiple lines of services and in multiple locations and be a strong relationship builder and communicator with experience leading diverse work teams. Must have demonstrated ability with developing an organization-wide strategy for program excellence, engaging community partners, and have tangible examples of reporting and program measurement and evaluation.

Must have experience in grant management, securing resources/funds, and in projecting and analyzing multi-million dollar budgets. Must be committed to diversity and have strong leadership and management skills as well as excellent oral and written communication skills.


Equivalent combinations of education and experience may be considered to meet the qualifications of this position. Bilingual Spanish/English preferred but not required.


PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS


Office Position:
This position is both a mobile and a sedentary position with periods of light physical activity, and is performed mostly in office surroundings. Positions typical in nature require regular walking or standing; sitting, lifting and carrying up to 20 pounds; climbing stairs, bending, reaching, holding, grasping and turning objects; and using fingers to operate computer keyboards. This position will require the ability to speak normally and to use normal or aided vision and hearing.


Travel: Local, interstate, intrastate travel to Chicanos Por La Causa, Inc. locations, and CPLC affiliates and/or subsidiaries, will be necessary to successfully fulfill the duties of this position. Potential for international travel on an as needed basis. Candidate must have and maintain a valid driver’s license and auto insurance. Technology will be utilized to minimize travel whenever feasible. The travel requirements for this position are anticipated to be 25 to 35 percent, assignment depending.


REMOTE
: Position will be performed remotely however, employee must be available to participate in campus, community-based and corporate activities, as needed.
