American Public Education, Inc (APEI) is seeking an experienced Manager, Software Configuration Management to lead our software configuration management team. The SCM Manager will be responsible for leading, delivering, and supporting the management of the software configuration, development and maintenance of the software configuration management system, software change management, and tracking of software builds and releases for APEI and its Educational Units. She/he will support SCM related functions to support project development, delivery, operations, and lead continuous improvement and overall team performance. This person will provide leadership to work effectively and efficiently in a dynamic, fast-paced environment, collaborating with internal and external software engineering, infrastructure, operation/support, project management, and architecture groups. The SCM Manager will be a hands-on subject matter expert in the SCM and Release space with proven ability to execute responsibilities within a deadline and fast-paced 24x7 environment.
Responsibilities:
- Develop, maintain, and mature Software Configuration Management and Release processes and procedures across the organization
- Manage software builds and releases for multiple software applications, ensuring quality and timely delivery
- Collaborate with cross-functional teams to identify, prioritize, and schedule software releases
- Maintain release schedules and coordinate with development, testing, and operations teams to ensure smooth and successful software deployments
- Establish SCM processes and procedures for version control, branch management, merges, build and release management, CM audit reports, configuration identification and control, software product baselines and change management
- Development and management of systems of recovery for the code sources of the current and previous versions of the software
- Facilitate communication and collaboration between development, testing, and operations teams to resolve issues and ensure successful software releases
- Ensure compliance with organizational policies and regulatory requirements related to software configuration and release management
- Lead and mentor the SCM and Release team members, providing people, process, and technology guidance and support
- Evaluate and implement new software configuration management tools and processes to improve efficiency and effectiveness
- Provide regular reporting and analysis of software configuration and release management activities to management and stakeholders
- Assists with Disaster Recovery/Crisis Management/Business Continuity plans are in established and tested
- Learns, stays current, and establishes improvement opportunities, leveraging current and creating new metrics and targets; compliments enterprise needs and wants
- Assists with additional duties and responsibilities as needed or requested.
Education and Experience:
- Bachelor's degree in Computer Science or related field
- Minimum of 10+ years of overall IT experience, with 7+ experience in software configuration and release management, with at least 5+ years in a management/leadership role
- Demonstrated experience in leading and managing SCM team, including mentoring and developing team members
- Deep hands-on experience improving, maturing, and operationalizing SCM and Release tools, process, and practices.
- Strong knowledge of software configuration management tools (e.g. Git, Subversion, CVS, ClearCase) and processes
- Experience with CI/CD processes and tools, Microsoft Azure preferred
- Strong experience with scripting and automation tools, such as Bash, Python, PowerShell.
- Proven analytical and problem-solving skills related to software configuration and release management; ensure software releases are high-quality and timely
- Experience utilizing Azure DevOps and SDLC methodologies such as Agile, Scrum, Waterfall
- Proven ability to coordinate and prioritize multiple projects and initiatives
- Excellent communication, collaboration, and problem-solving skills
- Experience with cloud computing platforms such as AWS, Azure, and Google Cloud Platform is a plus
- Ability to work effectively in a fast-paced and dynamic environment
