Qualifications for Employment
Bachelor’s Degree from an accredited college or university and 5 years’ experience in the area of restricted funds management and/or financial project management, or an equivalent combination of experience and education; prior experience working with grants and contracts; general knowledge of accounting and budgeting theory and practices; strong writing, mathematical and Excel skills with attention to detail; the ability to make independent judgments and to act on decisions on a daily basis; the flexibility to work on several tasks simultaneously and to meet various concurrent deadlines; excellence in customer service and the ability to act as a true team player and work with minimal direct supervision required. Master’s degree from an accredited college or university and experience in a higher education setting, preferred.
Nature and Scope of Duties
The Manager of Grants and Restricted Funds (MGRF) is responsible for the administrative oversight of grant and restricted fund activity. This includes responsibility for budgeting, expense review and reporting as well as developing and implementing compliance programs and working closely with academic program administration and other College administrative offices in ensuring financial activities comply with federal, state or donor regulations as well as College policy.
The MGRF identifies potential funding sources, and helps subject matter experts to develop targeted proposal strategies based upon identified institutional needs. The MGRF also coordinates the grant application process for government grants, to include: supporting and advising individuals and grant writing teams with grant editing, budget development, and preparing grant submissions. The MGRF also provides assistance with necessary certifications, electronic tools and policy guidance, tracks pending awards and ensures that grant deadlines are met.
This position is also responsible for coordinating with the Finance Office on all grant related data created and maintained in Banner Financials in support of grant award activity, including the creation and closeout of grant awards within the system, monitoring restricted fund budget and expense activity and assisting departments in the fiscal management of their awards. Additional responsibilities include coordinating with the Finance Office to: manage external restricted funds audits; administer the College Effort Reporting, billing and collection of grant receivables; and report financial award activity to federal agencies and other sponsors.
The Manager of Grants & Restricted Funds reports to the Director of Grants & Contracts Administration or his/her designee and performs the following duties:
- Research, document, and recommend funding sources to support priorities identified in the college’s Strategic Plan, including capital projects and programmatic support.
- Advise and support campus partners in the development of federal and state grant applications, including development of project budgets. Manage proposal documents and submit to funding agency.
- Negotiate award correspondence and acceptance; review financial terms and conditions of complex contracts and grants to assure terms are appropriate for College business; facilitate internal approvals.
- Work closely with Finance Office and Grant Teams to ensure grant funds are properly set up, and that expenditures are in compliance with grantor and College policies.
- Orient Principal Investigators and Project Leads to support awareness of, and compliance with, grantor restrictions, processes, and policies involving funds under their management. Advise departments on availability and utilization of restricted funds.
- Coordinate with the Finance Office to conduct monthly expense reimbursement draw-down of funds for federal grants and other billing as needed.
- Oversee the annual budget process related to restricted grant funds, and work with Grants & Contract Analyst and Finance Office to modify budgets as necessary and appropriate. Maintain Grants Inventory to monitor utilization rates.
- Prepare and administer internal program audits as needed and support financial audit and A-133 audit, including the preparation of the Schedule of Expenditures of Federal Awards.
- Assist in the development of the federally approved indirect cost rate proposal.
- Work closely with college administration to ensure the development of sound business practices and to support relationships with funding agencies.
- Other duties as assigned.
Salary is commensurate with experience. The salary range is $70,000-$75,000.
