The Vaccine Data & Finance (VDF) Manager reports to the Vaccine Operations Unit (VOU) Director within the Immunization Section. The Manager performs advanced managerial work providing direction and guidance on day-to-day operations and planning for the VDF Group. Work involves providing leadership, direction, guidance and assistance to VOU in all administrative and operational program functions within the unit and across the groups, including: vaccine services such as ordering ,allocation and distribution, public education and training, contracting services, surveillance and epidemiology, and the statewide registry. Provides program management functions of planning, organizing, budgeting, supervising, directing, and monitoring/evaluation. Provides expert immunization consultation and advice to community groups, local and region health departments, department programs, policy makers and other state and federal programs. The job is performed with minimal supervision and considerable latitude. The VDF Manager should exhibit initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(40%) Works closely with the Immunization Vaccine Operations Unit Director and may act in their place. Provides day-to-day administrative and operational management of the activities of the Vaccine Data & Finance Branch. Administrative and operational activities include investigations into vaccine distribution and vaccine accounting discrepancies, investigations that results from findings during quality assurance activities and refers fraud appropriately, grant coordination, Vaccine budget planning and resource allocation, contracts, and purchasing. Oversees development of program plans, program implementation, and evaluation of program performance for effectiveness and quality. Ensures program activities are carried out in compliance with all state and federal regulations and guidelines. Oversees programmatic responsibilities for information technology projects.
(20%) Oversees response to internal and external inquiries and assignments. Ensures an effective process is followed in accepting, creating, clarifying, assigning, and responding to assignments. Ensures responses are accurate and timely. Provides guidance and assistance to staff on assignments as needed. Reviews Unit responses and products to ensure quality and comprehensiveness. Reviews and approves documents developed by the Unit to ensure professional quality and appearance, appropriate content, consistency, and responsiveness to the purpose of the document. Ensures that administrative processes are in place that, support timely and quality production of documents. Oversees development of reports, briefs, and memoranda. –
(20%) Using data and results of analyses identify and prioritize unmet immunization needs and measure immunization rates of health care providers in Texas Vaccine for Children (TVFC) and Adult Safety Net (ASN). Coordinate’s planning and activities with the Vaccine Operations Group (VOG) to meet Texas VFC Program and the ASN. Works collaboratively with the VOG manager to identifies needed areas of change, makes recommendations to improve operations, develops plans for implementation, and oversees the implementation of grant and program requirements.
(15%) Oversees VOU activities related to policy makers and the Legislature. Ensures accurate and effective analyses of national and state legislation and regulations (bill analyses, impact analysis, cost estimates, implementation plans, research information, briefing documents). Provides leadership on legislative initiatives and exceptional items. Ensures hearings are appropriately monitored and resource witnesses are available. Acts as a legislative resource witness as necessary. Ensures VOU t legislative work is coordinated through Governmental Affairs.
(5%) Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Initial Selection Criteria:
Graduation from an accredited four-year college or university required, with major course work in Accounting, Business, Finance, or in a field relevant to the position is preferred.
Experience in a supervisory role of a financial program is preferred.
Previous work with relational databases in manipulating, analyzing and visualizing data sets.
Experience using analytic software, SAS preferred.
