The Chesapeake Bay Bridge and Tunnel District (“District”) operates and maintains various technology based systems for:

  • Computer Network
  • Telephones
  • Toll Collection Systems
  • Supervisory Control And Data Acquisition (SCADA)
  • Closed Circuit Television (CCTV) Systems
  • Mobile Operations (in-car video systems, VHF radios, emergency lights, sirens, cellular)

The MIS Technician performs difficult technical and skilled tasks as part of the team responsible and accountable for the systems at the District. Work is performed under the general supervision of the Management Information Systems Supervisor and the Director of Management Information Systems.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Networking

Assists in the administration, implementation of additions, deletions and modifications, monitoring and maintenance to the District’s network infrastructure. This includes:

  • network software and security
  • physical and virtual network infrastructure
  • LAN/WAN
  • Switches, routers and firewalls

Telephony

Assists with administration, implementation, maintenance, troubleshooting and upgrades to the District's telephone systems. This includes:

  • implementing telephone changes
  • routing for seating assignments
  • physical moves, adds and changes
  • analog, digital and VOIP hardware
  • software and connectivity
  • mobile telephones

Computer Systems

Performs administration, maintenance, fabrication and deployment of computer workstations, servers, laptops and peripheral devices for District. This includes:

  • configuration and deployment of computer software
  • troubleshooting the District’s database software
  • developing training programs for new software and systems
  • systems backups, archiving and disaster recovery
  • work with project teams to help design and implement new systems
  • monitors and maintains system security
  • participates in help desk activities
  • interacts with all departments to help resolve IT-related issues and provides answers in a timely manner

Toll System

Performs maintenance, troubleshooting and installation of the District’s toll system. This includes:

  • all software (Windows workstations, Windows servers, VMware, and Oracle database)
  • loops
  • treadles
  • remote I/O
  • touchscreens
  • workstations
  • servers
  • UPS systems
  • barrier gates and other hardware.

SCADA Systems

Performs maintenance, troubleshooting and installation of District SCADA systems. This includes:

  • servers
  • workstations
  • PLC software and hardware
  • field devices
  • associated I/O and control systems
  • variable message signs and components
  • associated hardware and software

Video Systems

Performs administration, maintenance, troubleshooting and changes to the District’s video surveillance systems.

This includes:

  • fixed and PTZ cameras
  • network video recorders
  • administration and viewing workstations
  • network switches
  • fiber-optic infrastructure.

Mobile Systems

Assists with installation, maintenance, programming and troubleshooting for all District mobile operations.
This includes:

  • in-car video systems
  • VHF radios
  • emergency lights and sirens
  • cellular telephones
  • other equipment as needed for the District’s vehicles and watercraft and personnel

Asset Management

Builds and maintains vendor relationships and recommends the purchase of hardware and software products.

Ensures that company assets are maintained responsibly.

Communication and Teamwork

This position requires the individual to work across all Departments and Divisions within the District to assist with the effective implementation, operation and maintenance of the systems identified above. The MIS Technician must have excellent communication skills and the ability to work effectively at all levels from entry level to the Executive Director. This includes:

  • participating in team meetings effectively
  • keeping team members well informed of work performed and changes to systems
  • effectively communicating relevant IT-related information to superiors in a timely manner
  • resolving and/or escalating issues in a timely fashion
  • identifying opportunities for improvement and making constructive suggestions for change
  • remaining on the forefront of emerging industry practices.

Other Duties

  • This position requires employees to work outside, and potentially in excess of, normally scheduled hours in response to District needs, including but not limited to, accidents, incidents and/or weather events.
  • Perform other duties as directed.

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

Any combination of education and experience equivalent to a BS in Computer Science, MIS, or related field, and 5 years of hands-on experience.

Advanced Skills and Experience: troubleshooting and diagnostic skills, computer hardware/software systems and administration, hands-on experience with computer networks, network administration and network installation, firewall, router and networking experience.

Working knowledge of current telecommunications systems, equipment, policies and procedures.

General knowledge of: the practices of electronic toll collection systems; VHF radio systems; experience as Oracle DBA; VMware installation and management; deployment, programming and maintenance of PLC’s and associated equipment.

SPECIAL REQUIREMENTS and CONDITIONS OF WORK

Possession of an appropriate driver’s license valid in the Commonwealth of Virginia. Statutory drug and alcohol testing (pre-employment and employee).

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and feeling; requires the ability to work at elevated heights; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, hazards, and atmospheric conditions.

Job Type: Full-time

Pay: $49,410.00 - $79,223.00 per year
